For cash and SNAP, to determine if the client cooperated by the end of the fiscal month after the first day benefits would have been available, do the following:
- Determine the first date benefits would have been available. (See WAG 22-01-01-g or refer to the availability date listed on the SCHEDULE OF AUTHORIZATION DUE DATES AND AVAILABILITY DATES.)
Example: Group 01 case. The case is cancelled effective August due to whereabouts unknown. The first date benefits would have been available is August 3. If the client cooperates by August 16, the 10th workday following the date benefits were available, restore cash assistance with no loss of benefits.
NOTE: Add 10 workdays to the first date benefits would have been available. Do not count Saturdays, Sundays, or state holidays.
If the client cooperates after 10 workdays from the August 3 availability date but prior to the end of the August fiscal month, or August 31, restore cash assistance effective the date of cooperation. Do not require a new application. Restore medical assistance with no loss of coverage. Prorate cash and SNAP benefits from the date of cooperation by using a 6 digit date. Budget any non-exempt income as if no break in benefits occurred.
Restoring Cash/SNAP Assistance When Customer Cooperates within 10 Workdays:
Example: Ms Davis' TANF and SNAP group 01 case was cancelled effective August due to whereabouts unknown. Her August availability date would have been August 3. Ms Davis contacts the FCRC August 16 to report the address change. Because she cooperated within 10 workdays of her availability date, restore cash and medical assistance with no loss of benefits or coverage.
Restore SNAP benefits effective August 16 and prorate benefits from the date of cooperation.
Restoring Cash/SNAP Assistance When Customer Cooperates After 10 Workdays But Prior to End of Fiscal Month:
Example: Ms Davis' TANF and SNAP group 01 case was cancelled effective August due to whereabouts unknown. Her Augustavailability date would have been August 3. Ms Davis contacts the FCRC August 29 to report the address change. Restore medical assistance with no loss of coverage. Because she cooperated more than 10 workdays from her availability date, restore cash assistance and SNAP benefits effective August 29 and prorate benefits from the date of cooperation. Budget any non-exempt income as if no break in benefits occurred.
- Compute the IMPR amount for 33 days (August 29, the date of cooperation, thru September 30, the day before regular roll approval). Because Ms Davis receives other income, her August TANF grant would have been $98. The TANF grant of $98 ÷ 30 = 3.27 X 33 days = $107.91 Issue via IPACS, code 100 IMPR of $107.91.
Restoring Cash/SNAP Assistance When Customer Cooperates After the End of the Fiscal Month of Cancellation
Example: Ms Davis' TANF and SNAP group 01 case was cancelled effective August (fiscal month of March 1 thru March 31) due to whereabouts unknown. Ms Davis contacts the FCRC September 4 to report the address change. Because she cooperated after the fiscal month of cancellation, do not restore assistance; Ms Davis must complete a new application.
Reinstating Medical Cases Canceled at Redetermination
Review eligibility for a medical case when the client cooperates with the redetermination by submitting all required documents prior to end of the third month (or 90 days if longer) following the last day of coverage.
Medical benefits that are cancelled due to failure to cooperate may be reinstated if the client cooperates within 3 months (or 90 days if longer) following the last day of coverage. A new application is not required to reinstate benefits as long as the client is determined to be eligible.
Example 1: Mr. Hassad receives AABD medical benefits. During the REDE process, the caseworker sends Form 1721, Instructions to Recipient, to request verifications that are needed to determine continued eligibility. He does not provide the requested verifications by the due date and his case is cancelled effective August 1, 2014. On 10/25/14 he submits the requested verification to the caseworker. The case is reinstated without a break in coverage because Mr. Hassad cooperated within 3 months (or 90 days if longer) following the last day of coverage. Mr. Hassad had until close of business on 10/31/14 (31 days in August, 30 days in September, 31 days in October equal 92 days) to cooperate.
Example 2: Mrs. Smith receives All Kids/FamilyCare Assist for herself and two children. During the REDE process, Mrs. Smith fails to provide requested income verification by the due date and the case is cancelled effective September 1, 2014. Mrs. Smith submits the requested verification on 12/4/14. Mrs. Smith's case cannot be reinstated because she did not cooperate within 3 months (or 90 days if longer) following the last day of coverage. Mrs. Smith must complete a new application for medical benefits. If Mrs. Smith had cooperated on or before November 30, 2014 (30 days in September, 31 days in October, 30 days in November equal 91 days) and she met all the requirements for eligibility, her case could have been reinstated.
Example 3: Ms. X returns her redetermination form timely but her medical benefits are canceled effective February 1, 2015 for failure to cooperate by returning requested pay stubs. Ms. X must cooperate by submitting pay stubs by close of business May 1, 2015 (28 days in February, 31 days in March and 30 days in April equal only 89 days) to be found eligible to be reinstated effective February 1 with no loss in benefits. Ms. X can cooperate on May 1 and be reinstated effective February 1 if otherwise eligible.
