new manual text When a customer moves out of Illinois, follow up action on unknown shelter costs is not required, instead their case should be cancelled for failing the Illinois residency requirement, see WAG 03-02-03-a.

Form IL444-5229 will systematically generate and allow the household 10 calendar days to report shelter cost changes. No further action is required at this time if household does not respond to the notice however make the change if the unit later reports the expense (see PM 18-04-00, PM 19-04-00).

Note: Food and Nutrition Service regulations state that if the customer does not return IL444-5229 or otherwise cooperate with clarifying their shelter costs, they will lose their shelter (housing and utility) expense deductions and have their benefits recalculated. However currently, IDHS has an approved waiver from FNS to allow the customer's shelter expense deductions to remain on the case if they do not respond to the IL444-5229.

A returned IL444-5229 will create a task 5229 - SNAP Courtesy Notice in the Ready to Certify queue for a worker to process. After selecting the task from the queue, a worker will review the reported changes and update shelter costs, if needed.

For cases in Mid-Point Reporting (PM 19-07-00), act on any change reported by the household. If a Mid-Point Reporting household reports a change in shelter costs, update the case to reflect the reported change to ensure that the correct benefit amount is issued.

Note: Mid-Point Reporting households are not required to report an address change and/or shelter costs changes during the approval period unless they are completing the Mid-Point Report. See PM 19-07-07.

Process the change of address promptly to ensure that notices are mailed to the correct address.
