PM 16-05-04: Mismanagement - Substance Abuse (TANF, GA)

When a client has problems with substance abuse (e.g., drugs, alcohol, etc.), they may not always use their cash payments in the best interests of the family. When this happens, there may be another family member or a friend who is making sure the family's needs are being met (i.e., by paying rent, buying food, etc.)

If the Family Community Resource Center has reason to believe the client has a substance abuse problem, and another family member or a friend is making sure the family's needs are met, that person may be a good choice to receive the unit's cash benefits. If you learn of such a person, see if they are willing to become the unit's protective payee.

When the Family Community Resource Center assigns a protective payee, contact the person suspected of substance abuse. Explain to them why a protective payee was assigned and suggest sources of care, treatment, and services available to overcome substance abuse.
