PM 15-04-00: Use of Income and Assets

When determining eligibility for AABD Medical, income and assets are used to determine if a case is regular or spenddown and, if spenddown, whether or not the application is approved. When determining eligibility for Assist, only income is used to determine if a case has a spenddown. If a person living in the community is only eligible with a spenddown, they are eligible for enrollment in spenddown if the requirements in PM 17-02-04 are met.
