When determining a unit's deductions for comparison to the Net Monthly Income Standard, consider the unit's expenses as follows:
Billed Expenses
For billed expenses, allow a deduction only in the month the expense is billed or becomes due no matter when the unit intends to pay the bill. Any amount carried forward from past billing periods is not deductible, even if the past
due amount is included on the most recent bill.
Deduct an expense only once.
Averaging Expenses
a SNAP Unit can choose to have the following types of expenses averaged:
- any expense where the amount due varies; or
- expenses that are billed less often than monthly; or
- onetime only expenses.
