WAG 08-04-04-g: Contributions

PM 08-04-04-g.

1. Treat support payments from a responsible relative and contributions from friends or non-responsible relatives as unearned income.
2. Money given to the FS unit by a non-FS unit member so the FS unit can pay its expenses is considered a contribution and counted as income. See PM 04-05-06  for the definition of a non-FS unit member.
