Earmarked Income is income that is restricted by court order or by administrative ruling of an agency for the use of one person. For example, a dependent child's portion of a veteran's benefit is earmarked for the child and can only be used to meet that child's needs. If earmarked income exceeds a person's needs, that person is not eligible for cash benefits.
