PM 03-06-01: Months Counted in Illinois

WAG 03-06-01

Count each month of regular roll TANF benefits received in Illinois as an adult from 07/97 on, except as follows.

Do not count assistance issued by Mercury, i.e., not issued on the regular rolls. Do not count a month in which the person is under age 18. Do not count a month of assistance received as a child. Do not count a month in which the family has a child in the home approved for a Home & Community-based Care waiver.

From 07/97 through 09/98, do not count a month for anyone in the case if earnings are budgeted for work which averaged 20 or more hours per week.

From 10/98 through 09/99, do not count a month for anyone in the case if:

  • earnings are budgeted for work which averages 25 hours or more per week on an 04 case or
  • earnings are budgeted for work which averages 35 hours or more per week on an 06 case.

From 10/99 on, do not count a month for anyone in the case if:

  • earnings are budgeted for work which averages 30 hours or more per week on an 04 case or
  • earnings are budgeted for work which averages 35 hours or more per week on an 06 case.

From 01/99 on, do not count a month for the caretaker in an 04 case if they:

  • attend an approved college degree program full-time and
  • have a cumulative grade-point-average (GPA) of at least 2.5 on a 4-point scale.

From 09/01 on, do not count a month for anyone in the case if CAU approves a family care barrier.

From 07/02 on, do not count a month for a person who has a Domestic Violence Exclusion. new textBeginning 07/10, sexual violence was added and the Domestic Violence Exclusion was renamed to Family Violence Exclusion.
