PM 03-01-04: Other Noncitizens (Medical)

WAG 03-01-04

Noncitizens aged 19 and older who do not meet citizen/immigration criteria may qualify under the following medical programs:

• Pregnant women only- Family Assist, FamilyCare Assist or Moms & Babies.
• Medicaid Presumptive Eligibility (MPE), also known as Healthy Start.
• Emergency Medical Assistance and End Stage Renal Disease for noncitizens. (See MR #18.05: Emergency Medical Coverage for Noncitizens Not Meeting Immigration Status).
• Medical Benefits for Asylum Applicants and Torture Victims (AATV, see PM 06-21-00).
• Medical Benefits for Noncitizen Victims of Trafficking, Torture or Other Serious Crimes (VTTC, see PM 06-30-00).
• Health Benefits for Immigrant Adults (HBIA) (see PM 06-35-00).
• Health Benefits for Immigrant Seniors (HBIS) (see PM 06-36-00).

Noncitizen children under the age of 19 who do not meet citizenship/immigration criteria may qualify for any of the Family Health Plans.
