A person lawfully residing in the U.S. meets the citizen/INS status rule for SNAP benefits if they were a member of a Hmong or Highland Laotian tribe when the tribe helped U.S. personnel by taking part in a military or rescue operation during the
Vietnam era (between August 5, 1964, and May 7, 1975). This also includes the person's spouse, widow(er) who has not remarried, and unmarried dependent children.
