MR #17.16: October 2017 Change in SNAP Utility Standards and Income and Deduction Standards

Summary

This manual release contains policy changes to the SNAP Utility Standards and the Gross/Net Income Standards and Deductions Effective October 2017.

  • As a result of our annual review of the SNAP Utility Standards, the amounts will change.  The Air conditioning/Heating Standard, Limited Utility Standard and the Single Utility Standards will all increase. The telephone standard will decrease. Effective 10/01/17, the SNAP Utility Standards are as follows:
    • Air Conditioning/Heating Standard $394;
    • Limited Utility Standard $306;
    • Single Utility Standard $70; and
    • Telephone Standard $28.
  • FNS has approved the changes in utility standards to be implemented effective 10/01/17.
  • Federal law provides for an increase in the Maximum Monthly Gross, Maximum Monthly Net Income Standards and the Standard Deductions.
  • The Maximum Shelter Deduction is increased to $535.
  • The SNAP allotments decreased. The minimum monthly benefit amount for 1-2 person households decreased to $15. The Basis of Issuance Table is updated to reflect the new Net Income Standard amounts.
  • The SNAP 200% FPL Gross Income Standards used to determine categorical eligibility for qualifying member households is increased to be consistent with other programs.
  • IES has implemented these changes effective for October 01, 2017 issuances. System changes in ACM and IPACS are effective 09/15/17. Active cases will be centrally updated at the close of their processing schedule effective for 10/1/17.
  • System changes to the ABE and SNAP Web calculators and the expedited questions in IES and ABE are effective 10/01/17.
  • The Program Standards Chart WAG 25-03-02 (pdf) is revised with the new standard amounts.
  • The Supplemental Nutrition Assistance Program brochure (DHS 124) is revised.
  • The Expedited SNAP Screening form (DHS 401) is revised.
  • Manual pages WAG 19-07-05 and WAG 23-02-01-a were recently omitted from the MR #17.12 SNAP and TANF Redetermination.

SNAP Utility Standards

As a result of our annual review of the SNAP utility standards, Food and Nutrition Service (FNS) has approved the following changes to be implemented effective 10/01/17.  The Air conditioning/Heating Standard, Limited Utility Standard and the Single Utility Standards will all increase. The telephone standard will decrease. Effective 10/01/17, the SNAP Utility Standards are as follows: 

  • Air Conditioning/Heating Standard $394;
  • Limited Utility Standard increased $306;
  • Single Utility Standard increased $70; and
  • The Telephone Standard is increased $28.

Increase in SNAP Income Standards

Federal law provides for an increase in the Maximum Monthly Gross and Net Income Standards and the Standard Deduction for some SNAP units.  The Maximum Shelter Deduction is increased to $535.  In addition to these changes, we are revising the 200% FPL Maximum Gross Income Standards used to determine SNAP categorical eligibility for qualifying member units.

Decrease in SNAP Allotment Standards

The SNAP Maximum allotments decreased. The minimum monthly benefit amount for 1-2 person households decreased to $15.

System Changes

  • System changes are effective October 2017 and were completed in ACM, IES and IPACS on 09/15/17.
  • Active cases will be centrally updated at the close of their processing schedule effective 10/01/17.
  • System changes to the ABE/WEB SNAP Calculators and the expedited questions in ABE/IES are effective 10/01/17.
