Summary

  • Forms IL444-3455 Child Care Application, IL444-3430 A/S and IL444-3211 Affordable Child Care have been revised.
  • IL444-3455 is no longer sent centrally when a TANF case is canceled due to the receipt of earnings.
  • FCRC staff should provide IL444-3455 Child Care Application to the client when:
    • a TANF client reports employment or employment is discovered; or
    • a TANF client changes child care providers; or
    • any client request an application for payment of child care; or
    • when canceling a TANF case using TA 14 or 58.
  • Clarifies child care assistance income limits do not apply to an employed RPY who receives TANF for a child and who is not the child's parent or step-parent.
  • Clarifies child care may be paid for children in the TANF unit and those who would be included.
  • Payment rates are added for Group 1A counties for centers who watch the child or children before or after school.
  • Child Care Resource and Referral Agency contact information is updated.
  • The number of days a client has to report a change in income to the CCR&R Agency or the Site Administered Provider is changed from 5 to 10 days.  A job loss or break in activity must be reported within 30 days in order to maintain a child care arrangement under the provisions for grace periods.

Forms IL444-3455 Child Care Application, IL444-3430 A/S and IL444-3211 Affordable Child Care have been revised.

IL444-3455 / IL4443455S Child Care Application was revised in 08/16.  IL444-3430 A/S Child Care Information Fact Sheet was revised in 12/16.  IL444-3211 / IL444-3211S Affordable Child Care is revised effective 01/17.

IL444-3455 Child Care Application No Longer Sent Centrally

IL444-3455 Child Care Application is no longer sent centrally when a TANF case is canceled due to the receipt of earnings. FCRC staff should provide this application to a customer in the following instances:

  • a TANF client reports employment or employment is discovered; or
  • a TANF client changes child care providers; or
  • any client requests an application for payment of child care; or
  • canceling a TANF case using TAR 14 or 58.

Child Care Assistance Clarifications

Child care assistance income limits do not apply to an employed RPY who receives TANF for the child and who is not the child's parent or step-parent.  Child care may be paid for children in the TANF unit and those who would be included in the unit if they did not receive SSI.

Additional Payment Rates for Group 1A Counties

Payment rates are added for Group 1A counties for centers who watch the child or children before or after school.  Cook, DeKalb, DuPage, Kane, Kendall, Lake and McHenry are Group 1A counties.

CCR&R Agency Site Administered Provider contact information is revised.  See WAG 25-05-01

Reporting Changes in Income

The number of days a client has to report a change in income to the CCR&R or the Site Administered Provider is changed from 5 days to 10 days.  A job loss or break in activity must be reported within 30 days in order to maintain a child care arrangement under the provisions for grace periods.
