  1. Call to Order
    Meeting was called to order at 9:06am.
  2. Roll Call
    Chairperson Lisa Jacobs, IJJC Chairman George Timberlake, Julie Biehl, Esther Franco-Payne and Shelley Davis. Quorum present. Guests: Susan Witkin, Mandy McMillen. Staff: Julie Stremlau, Karima Douglas, Wendy Nussbaum and Dick Walsh.
  3. Approval of Minutes
    Commissioner Davis motioned Commissioner Biehl seconded. Minutes approved.
  4. Fiscal Updates
    Executive Director, Wendy Nussbaum updated the group on the NOFO process. The NOFOs are to be posted March 15th but dates for submission remain April 17th. The up-to-date expenditures were reviewed. Cook County was mentioned as they have not expended much of their grant. Executive Director Nussbaum spoke with them and they anticipate expending their money on time.
  5. Program Updates
    Commissioner Biehl updated the group on the Expungement Study. Senator Hastings is advancing recommendations from all the Commissions reports and presenting a bill. There will be a press conference March 13th at Northwestern. A video and the graphics from the reports will be shown. There will also be 14 youth in attendance speaking about their experiences. SB2021 and HB3817 are the bills. They are also looking into auto expungement options. Everything seems to be moving forward and it appears the report has added momentum. There have been expungement bills in the past that have met hurdles but the report seems to have alleviated some of these issues thus far. There will also be an email blast and the video will be posted on the Commission website. Jim Bray has been asked to assist in getting the information out there. It was noted the Juvenile Justice Initiative could help.
  6. OJJDP Compliance and FY17 OJJDP Application Update
    Chairperson Jacobs explained that Karima Douglas is working on the Compliance Report for OJJDP and the counties and detention data has been received. She explained the process to the group. The Core Requirements are due March 31st. Compliance application due April 17th. The group discussed the process we use at this time and what changes are needed. Reporting requirement changes by OJJDP are an issue as well as the funding and contractual relationship with IDOC. The Commission would like to review and alter this contract. The plan to address Compliance continues and Illinois needs to ensure the new plan works and keeps Illinois in compliance. The federal funding has decreased over years and IDOC is aware of these issues and plan to meet and discuss options. Chairperson Jacobs will meet with IDOC soon. The group discussed the six hour hold, the facilities and IDOC review process. IDOC has the authority to compile the information, the Commission does not, which is one of the reasons for the long partnership with the Commission. Their reports are different from our JMIS reports. They contain information on every securely detained youth by statute. Our monitors check the logs and are facilitated by IDOC staff to complete the reviews. Policy requires a review every 3 years and IDOC has other requirements they must meet. All complaints are investigated by IDOC. We need to understand and work to meet the federal and state requirements.

    IJJC Chairperson Timberlake announced that April 27-28 there will be a FACJJ meeting in Chicago- SAG members from across the country will be in attendance.
