Mid-Point Reporting Households
- Mid-Point Reporting households are redetermined every 12-months with an interim Mid-Point Report form completed in the 6th month of the household's approval period.
- A household meeting the criteria (PM 19-07-01) is enrolled in Mid-Point Reporting status for the first regular roll month upon approval of a REDE.
- During the approval period, a SNAP household in Mid-Point Reporting status is required to:
- complete, sign and return the SNAP and TANF Mid-Point Report form when it is received in the 6th month. Must answer all questions and report any changes in circumstance related to the questions asked on the form; and
- also report when the gross monthly income exceeds the Gross Monthly Income Standard for the household size. (See PM 19-07-06); and
- report when a member receives a substantial lottery or gambling winning as a cash prize of $4,500 or more won in a single game; and
- report when an Able-Bodied Adult Without Dependents (ABAWD) who is subject to the SNAP Work Requirement time-limit has weekly work hours that fall below 20 hours per week:
- At REDE; and
- at Mid-Point Report; and
- by the 10th calendar day of the month after the month that the income or winnings are received during the approval period.
- Note: A Mid-Point Reporting household cannot wait until the Mid-Point Report or REDE is due to report the receipt of substantial lottery or gambling winnings. See PM 07-04-21.
- A TANF (no SNAP) Mid-Point Reporting household is only responsible to report changes in circumstances related to the questions asked on the Mid-Point Report form and at REDE.
Mid-Point Report Text Reminder and Alerts
A SNAP household may choose to designate an alternate number to opt in to receive text reminders and alerts when their Mid-Point Report is due and/or past due. Mid-Point Report proactive reminders and/or alerts will be sent 14 calendar days prior to the due date if the Mid-Point Report received date has not yet been populated. A reminder will be sent 2 calendar days prior to the due date if the Mid-Point Report is not received and a date is not populated in IES.
Mid-Point Report Due Date
A Mid-Point Report is mailed in the 5th month of the household's approval period with a return due date of the 2nd day in the 6th month.
Mid-Point Report Not Returned - Reminder Notice Sent
- The Mid-Point Reminder - Action Required notice informs the household that their benefits will stop if they do not return the SNAP & TANF Mid-Point Report and any requested verifications.
- The reminder notice is systematically mailed to Mid-Point Reporting households on the 2nd workday following the Mid-Point Report due date with a blank (new) Mid-Point Report when:
- A Mid-Point Report received date is not populated in IES; or
- The Mid-Point Report does not contain a valid signature.
- The household must complete and return a Mid-Point Report within 10 days of the date of the reminder notice.
- A Mid-Point Reporting household is ineligible for SNAP or SNAP/TANF if it:
- does not submit a complete Mid-Point Report by the due date; and
- does not comply with the reminder notice within 10 calendar days of the date of notice.
- The reminder notice serves as a notice of adverse action and the household will not be sent another notice when benefits are stopped.
Mid-Point Report Returned within 10 days of the Reminder Notice
- If a Mid-Point Reporting household returns a completed Mid-Point Report form after the due date, but within 10 calendar days of the date of the reminder notice, the Mid-Point Report is processed no later than 10 days after the household's normal issuance date.
- If verification of an expense is requested and not provided, SNAP eligibility and benefit amount is determined without allowing a deduction for the expense which was reported but not verified.
- If after the Mid-Point Report is processed, verification is later provided, treat the information like the SNAP household reported a change in circumstances. See PM 18-04-00.
Mid-Point Report Returned Incomplete or Unsigned
- A Mid-Point Report is considered complete when it is returned by the customer with a valid signature and all questions on the form have been answered.
- A Mid-Point Report received by the due date but without a valid signature will be routed to the Electronic Case Record (ECR) and labeled "Invalid MPR." A Mid-Point Reminder Action Required notice and a blank Mid-Point Report will be systematically generated to the customer.
- For Mid-Point Reports received by the due date and contain a valid signature but one or more of the questions are not answered by marking "Yes" or "No," an "Incomplete MPR" task will be created in the EDM inbox Mid-Point Report queue for a worker to process.
Timely Processing
The Family Community Resource Center (FCRC) must enter the Mid-Point Report received date to prevent the EDG from closing. Mid-Point Report are processed by schedule cut off to ensure continuation of benefits.
Mid-Point Report Returned with Valid Signatures and No Changes Reported
- A Mid-Point Report returned with a valid signature and no changes reported will create an MPR task in the MPR queue and will be systematically marked complete. A case comment will be added in IES stating, "a No Change MPR was auto-processed thru scanning."
- When a household Mid-Point Report that includes an adult member receiving TANF is returned with a valid signature and no changes reported, a task is created in the WVS Dashboard, "Verify Work Hours" and includes the date the Mid-Point Report was received.
Mid-Point Report Returned without Signature after the due date
A Mid-Point Report returned after the due date without a valid signature is routed in IES to the ECR. The Mid-Point Report is considered incomplete. The Mid-Point Reminder-Action Required notice has already been systematically sent notifying the customer of the cancellation due to an incomplete MPR.
Mid-Point Report with Changes Reported
If a change is reported, the case is updated with the appropriate change by scheduled cut off for the next effective month.
- For SNAP, only verify changes reported in Question #4 and for a new report of a child support obligation that was not reported in the previous 6 month contact.
- For TANF, verify hours of employment and other reported changes as appropriate (PM 03-13-01-c). The Work Number may be used to verify hours worked.
Mid-Point Report Returned after Due Date But Before the 7th Month in the Approval Period
- If a Mid-Point Reporting household is cancelled in the 6th month of the approval period due to not returning the Mid-Point Report, benefits may be restored if the household submits a complete Mid-Point Report before the end of the 7th month.
- Benefits are reinstated if the Mid-Point Report form is received:
- before the end of month 6 in the household's approval period. Benefits are not prorated, or
- after month 6 but before the end of month 7. Benefits are prorated from the date of receipt.
- The household must file a new application if the MPR form is received after the 7th month.
Note: If a case is reinstated without requiring a new application assign the same approval period that the household had at the time of cancelation. The approval period does not change.
Wrong Form Returned
- If the household submits an ABE application or a Medical, Cash and SNAP Redetermination Application (IL444-1893) instead of a Mid-Point Report, treat the new information reported on the application like a reported change. If eligible, give the household the same approval period that they had at the time of cancellation. Benefits are still prorated if received in month 7th. After month 7, a new application is required to be filed.
Note: A Mid-Point Report is not an application form and cannot be used if the household is due for a REDE.
