  1. Call to Order
    Meeting was called to order at 9:14am.
  2. Roll Call
    Chairman George Timberlake, Vice Chairperson Lisa Jacobs, Rodney Ahitow, Julie Biehl, Jacqueline Bullard, Shelley Davis, George Hill, Angela Rudolph, Mary Reynolds, Ben Roe, Rick Velasquez, Dana Weiner. Quorum present. Guests: Lee Annes, DCFS; Susan Witkin, CPRD; Naomi Ntajchman-Kaplan and Lily Gleicher. Staff: Karima Douglas, Julie Stremlau, Wendy Nussbaum and Ron Smith.
  3. Approval of Minutes
    Commissioner Velasquez motioned to approve September minutes. Commissioner Rudolph seconded. Minutes approved.
    • Lee Annes gave a presentation on The State of Illinois Pay for Success (PFS) initiative. PFS aims to measurably improve the lives of youth who are dually-involved in the child welfare and juvenile justice systems by driving resources towards better, more effective programs. In partnership with the Conscience Community Network, LLC (CCN), a network of six Illinois nonprofit service providers, the initiative will provide intensive case coordination and timely access to evidence-based treatments to more than 800 youth. The seven-and-a-half-year initiative aims to reduce or prevent time in costly institutional care, prevent repeat criminal behavior, and improve youth well-being. The initiative measures three outcomes to determine success of the initiative: placement restrictiveness, delinquency, and wellbeing. The State will receive approximately $19 million in benefits and will pay out approximately $19 million in outcome payments.
  4. Fiscal Update
    1. FY17 Contracts Update and Budget Discussion
      The group discussed current priority areas and the current budget.
    2. GATA Plan and Process
      The Notice for Funding Opportunities (NOFO) will need to be completed by January 15th. The IJJC will verify areas and pending contracts at the January 11th meeting.
  5. Committee Updates & Motions
    1. DMC/RED
      Karima Douglas, DMC Coordinator gave the DMC update. She recapped the three DMC Focus Areas. Commissioner Rudolph would like to join the DMC Committee. Chairman Timberlake approved her request.
    2. Executive Committee
      No updates noted.
    3. JDAI/Compliance Update
      Ron Smith, Compliance Monitor, gave the report. Using the current deminimis numbers IL is in compliance for DSO with 25 violations. There were no Sight and Sound violations. He added that using the old standards Illinois is in compliance. The proposed OJJDP changes to the standards will greatly affect our numbers. At this time, there is no final recommendations from OJJDP on proposed standards.
    4. Planning & Grants
      The Planning and Grants November meeting was canceled. OJJDP proposed changes to the timeline of annual report submissions. Fortunately, the states voiced their concerns on these proposed changes and OJJDP agreed.  The 3 Year Plan will be due in March 2017 and guidance should be available in January.  The Compliance Report and DMC Report will still be due in January. The GATA process is moving along. The group will need to finalize plans for 2017 contracts.
      • Susan Witkin gave the Detention Report Update. It needs some final data tweaks and it is ready to print. Vice Chairperson Jacobs commended Susan Witkin for her work on this report. Susan Witkin, Wendy Nussbaum and Vice Chairperson Jacobs are working on a distribution plan with ICOY. They will also be working with DHS Print Shop.
    5. Youth Advisory Board
      No update.
  6. Notable Legislation
    SB 3368
    "…the Secretary of State shall issue a standard Illinois Identification Card at the time of release (rather than after submission of an identification card issued by the Department of Corrections or the Department of Juvenile Justice) to all released eligible individuals" Vice Chairperson Jacobs expressed concerns that this bill appears to be helping but does not go far enough. Individuals still have difficulty accessing the necessary documentation without which they still cannot be issued a state ID.
    H.R. 396
    With the adoption of H.R. 396 on May 14, 2015, Illinois Legislators charged the Illinois Juvenile Justice Commission, working in partnership with the Illinois Balanced and Restorative Justice Project and the Illinois Juvenile Justice Initiative, to review restorative justice in juvenile justice systems in the U.S. and worldwide, and report back to the Legislature with recommendations to expand the practice of restorative justice for children in conflict with the law in Illinois. Chairman Timberlake discussed the status of the report and asked for volunteers to continue to work on the draft recommendations. Wendy Nussbaum and Lily Gleicher agreed to participate.
  7. IJJC Calendar Review
    The group reviewed and approved the 2017 IJJC calendar. The meeting dates and times can be altered as needed for the full Commission and Committee's. Any changes must be properly posted for the public.

    January 11, 2017 new date for meeting due to the impending deadlines for 2017 contracts.
