Minutes

  1. Call to Order
    Meeting was called to order at 10:12am.
  2. Roll Call
    Chairperson Esther Franco-Payne and Arnetra Jackson. No quorum. Guests: Susan Witkin, Miquel Lewis, Korynna Lopez, Erica Hughes, Stephanie Kollmann, Vanessa Weaver. Staff: Julie Stremlau and DMC Coordinator Karima Douglas.
  3. Approval of Minutes
    Unable to approve minutes due to lack of quorum.
  4. DMC Forum Updates and Planning
    The group discussed the upcoming forum. At this time, the registration has been closed and is at full capacity at 125. The group discussed the agenda and materials needed for the forum. Topics discussed included mental health treatment in schools, crisis intervention from law enforcement, the effects of trauma on youth and the over-medication of youth both in and outside the system. Committee members suggested possible last minute additions to the panel. Chairperson Franco-Payne thanked the group for their continued work. She also added that once this last forum is concluded that the DMC Committee will move ahead with the full Commission focus for DMC and looks forward to the continued participation of this committee and its members.
  5. DMC Toolkit
    The group discussed the final product that was sent out with this packet. Susan Witkin stated it is a great guide. There is a plan to publish once edited and approved by the Commission. The committee discussed the various research components that contributed to this toolkit. Chairperson Franco-Payne would like more focus on Illinois added to the toolkit by highlighting projects like Bridging the Divide, Crossroads and Automatic Transfer Legislation. The Committee was asked to send whatever edits for this toolkit as soon as possible. The full Commission meeting is next week, March 16th and the committee would like to present a toolkit draft then.
  6. Youth Advisory Board Update
    DMC Coordinator, Karima Douglas commented that the past response to YAB recruitment efforts was not as strong as expected. ICOY staff members continue to search for youth to become involved in the board. We want to ensure that the whole state is represented and not just the Chicago area. Commissioner Jackson has been working very hard to share her story and to get other youth members involved in the Commission.
