  1. Call to Order
    Meeting was called to order at 9:37am.
  2. Roll Call
    Chairman Rick Velasquez, George Hill and Rodney Ahitow. Quorum present. Staff: Julie Stremlau, Karima Douglas, Robert Vickery, Jeff Bradley. Guests: Stephanie Vetter, Melissa Parise, Susan Witkin and Jason Steele.
  3. Approval of Minutes
    Commissioner Hill motioned to approve the minutes. Commissioner Ahitow seconded the motion. Minutes from November 3, 2015 approved.
  4. Chair's Comments
    Chairman Velasquez commented about the work the JDAI committee and staff have done this past year. He commended their work and talked about upcoming projects.
  5. Detention/Detention Alternatives
    The plan is to reengage some of our sites and determine where they are in implementation and utilization of JDAI. Rob Vickery stated we would recap JDAI's goal. There is a new statewide coalition around JDAI. There is a need to talk candidly about reengagement and invigoration of JDAI across the state. JDAI Coordinator, Jeff Bradley explained where we are: Need to set the meeting and have Stephanie Kollmann finalize. There is an April date to meet with the stakeholders. There is a plan to convene the JDAI sites to review and discuss strategies. State and local officials are to meet. They will need to talk about challenges, successes and results. Determine where to SUSTAIN or DEVELOP other model JDAI sites. Cook County is one option and what role they can play. Have sites look at other sites. We have replication and incentive right now. There is a need to do this on a routine basis and not just once a year. The only way to really work at making this work/sustain/improve. What does success look like at the end of this year and what does that look like. Stephanie Vetter has developed a one pager. This is a start and helps determine whether these topics, etc. are relevant. Rob Vickery will schedule a mtg. in 2-3 weeks and a follow up meeting to be set. Need to get this going.

      1. Detention Standards/jail standards
        Rob Vickery explained they continue to work with the IL Department of Juvenile Justice (IDJJ) attorney. They are covering the revised sections. Jason Steele announced they are finishing the draft for standards on Detention standards and looking to meet and discuss the IDJJ standards. The Administrative Office of Illinois Courts (AOIC) has a draft but not the final 2015 report.
        JDAI Chairman Velasquez noted that Cook County and CCBYS met in early December and continue work toward a protocol and procedure of Chicago Police Department and Probation on how to divert 11-12 years olds from detention. Small numbers but recognize how CCBYS can intervene and be used. One comment from the discussions, "how come we don't do this for 15year olds?" We are grateful to DHS and the providers for implementing all they have since January 1st. Will, Lake, Kane and Vermillion are doing well. We want to expand on CCBYS but it doesn't look good with the continued budget issues.
      2. Detention Data Report
        The group discussed the Detention Report and the data. The group reviewed a list of questions concerning the data report and discussed its upcoming release.
  6. Compliance Report
    Rob Vickery explained that we do not have the final 2015 report but it looks as though IL is under our diminimus. We thank Ron Smith and Dick Walsh for their continued work in this area.
