PM 06-27-00 DCFS Medical Coverage

Medical coverage is authorized for children/youth for whom the specific services listed below are provided by the Illinois Department of Children and Family Services (DCFS).  These cases are also known as category 98 cases in MMIS.

DCFS authorizes medical coverage for the following children/youth:

  • Foster care children/youth for whom DCFS maintains continuous legal custody and the child is in placement;
  • Children/youth in KinGap and Adoption Assistance agreements that include medical coverage;
  • Youth age 21 or older who are in College or University Scholarship (CUS);
  • Youth in the legal custody of Illinois Department of Corrections (IDOC)/Department of Juvenile Justice (DJJ) who are released from the facility and place in a foster care setting;
  • Children/newborns of parents who are 'youth in care' (formerly known as wards); or
  • Children receiving up to 12 months of continuous eligibility following the end of DCFS services.

DCFS Staff determine if the child/youth meets the eligibility requirements for federally funded Medicaid. If the child is not Medicaid eligible, the child receives state funded medical coverage.

Note: Department of Children and Family Services (DCFS) staff are solely responsible for authorizing medical coverage described in section PM 06-27. Except as specifically directed by HFS policy, DHS and HFS caseworkers may not authorize, update or cancel DCFS medical benefits.
