Specific goals must be:

• well-defined. The goal must be clearly understood by the applicant.
• observable. You must be able to tell when the goal has been achieved.
• realistic. The goals must be achievable within a given timeframe and take into account the applicant's current education, skills, and experience.
• agreed to by the applicant. Assist and guide the applicant in setting goals.

For each goal set, help the applicant develop steps which, when achieved, help them to reach their goal. A step must reflect a specific accomplishment on the way to achieving the goal. A step must have an expected completion date.
