  1. Call to Order
    Meeting was called to order at 9:32am.
  2. Roll Call
    Chairman Rick Velasquez, Commissioners Rodney Ahitow, Jacqueline Bullard, George Hill. Quorum present. Staff: Robert Vickery, Julie Stremlau, Karima Douglas, Ron Smith. Guests: Melissa Parise.
  3. Approval of Minutes
    Commissioner Ahitow motioned to approve September minutes. Commissioner Hill seconded the motion. Minutes approved.
  4. Chair's Comments
    Chairman Velasquez shared with the group the update of the DCFS Pay for Success project, which is being launched with the financial backing the IJJC for the design of the evaluation protocol.
  5. Detention/Detention Alternatives
    1. Project Updates
      Executive Director, Rob Vickery updated the committee on the data reports recently completed. The committee talked at length about the 2nd Circuit and the 10-12 beds set aside for Methamphetamine Treatment. Commissioner Bullard questioned whether they really receive different treatment than other detention youth. Chairman Velasquez noted that when they visited and worked with the 2nd Circuit there is separate housing for these youth and treatment. There were a few surprises in the report that caught our attention. The number of warrant held youth was one. The longer length of stay for girls another. Chairman Velasquez stated it was a great report and will result in new ideas and focus on areas of interest.
      1. JDAI Annual Conference recap: no additional information provided.
      2. IPCSA, Cook, AOIC, and other stakeholder partnership. This is in the works for the near future. We anticipate formation of a statewide steering committee to guide the partnership.
      3. All Sites Meeting: this is being planned for late 2015 or early 2016.
      4. Results Reports
        Rob Vickery indicated this report raised questions about the local jurisdictions and their efforts. It shows there is a great need for training.
      5. Detention Standards/jail standards
        Rob Vickery and Peg Robertson have three draft sections complete.
    2. Compliance Report
      Compliance Monitor, Ron Smith gave the update. There are clearer guidelines coming from OJJDP very soon. There are issues with the differences in the Federal law and Illinois law.

    Next JDAI meeting is tentatively set for January 5, 2016.
