Minutes 

  1. Call to Order
    Meeting called to order at 9:38am.
  2. Roll Call
    Commissioner Shelley Davis chaired the meeting in DMC Chairman Franco-Payne's absence. Commissioners Michael Rodriguez and Patrick Nelson established the quorum at 10:05am. Guests: Stephanie Kollman, Christine Head, Vanessa Weaver, Caronina Gimble, Miquel Lewis, Kathy Bankhead, Erica Hughes, Henrika McCoy and Jane Adams, Kanako Ishida, Elizabeth Alexander, Era Laudermilk. Staff: Robert Vickery, Karima Douglas and Ann Hungerford.
  3. Approval of Minutes
    Commissioner Davis motioned to approve the minutes from October 20, 2014 and November 10, 2014. Commissioner Rodriguez seconded the motion. Minutes approved.
  4. Project Updates
    1. CASP
      Macon and Peoria have hired their Juvenile Justice Coordinators. Peoria had a juvenile court judge change. Vanessa Weaver and Jeff Campbell are the contacts in these areas.
    2. Bridging the Divide
      Funding continues for the expansion of the YMCA Project. Representatives came to the All Sites Meeting and there appears to be interest in the project.
    3. DMC Newsletter
      The DMC Newsletter was delayed but will be going out again next week.
    4. Youth Advisory Board
      Some members have left the board so the meeting was postponed. There is a need to recruit new members, regroup and strategize. The YAB will continue to work to get back up and running.
    5. DMC Data Collection
      Users appreciate the standardized tool. It is to everyone's benefit to collect useful data.
  5. DMC "In the Field" Debriefings
    1. Juvenile Justice Council Site Meeting Report Back
      Commissioner Davis talked about the meeting for JJ Councils held in Bloomington in January. The meeting brought together Juvenile Justice Councils from all over the state. Some are preparing to implement while others reported on their work thus far. DMC is important to consider as a focus for the councils. The general work is important and DMC is a core requirement by OJJDP.
    2. Juvenile Justice Leadership Council Meeting Report Back
      Erica Hughes explained the purpose of the council. The council was created in July 2012 to provide stewardship for the Illinois juvenile justice system and to create a sustainable locus of leadership and collaboration among a key group of juvenile justice thought-leaders and decision-makers. It brings together juvenile justice stakeholders, including judges, legislators, law enforcement, state and defense attorneys, policymakers and service providers, to enhance access to information, promote system coordination and communication, identify research and information needs, set system improvement priorities, examine policy and practice issues that bridge the child welfare-justice systems, and regularly evaluate progress toward a fair, rational and effective juvenile justice system.
  6. DMC Committee Workplan
    Proposals of potential strategies in a survey/response format will be sent out for feedback.

  8. Next Meeting Date
    April 13th is the set date but DMC may increase its meetings to once a month. Tentative date for March 9th. Notifications will be sent out.

    Commissioner Nelson motioned to adjourn. Commissioner Davis seconded the motion. Meeting adjourned at 10:50am.
