Minutes

  1. Call to Order: Co-chair Esther Franco-Payne called meeting to order at 2:15pm.
  2. Roll Call: Co-chairs: Julie Biehl, Esther Franco-Payne. Commissioners: Lisa Jacobs, Shelley Davis. Staff: Heidi Mueller, Stephanie Kollmann, Karima Douglas, Julie Stremlau and Rob Vickery. Guests: Kanako Ishida (JJI).
  3. Approval of minutes: Co-chair Julie Biehl motioned to approve the minutes from the January meeting. Shelley Davis seconded the motion. Minutes approved.
  4. Status of Reports & Legislation:
    1. Annual Report - Co-Chair Franco-Payne sent the latest draft out for review. Heidi will review all comments and share with DJJ for review of sections that pertain to them. Comments back by April 15th. Report will be finalized by end of April. Printed copies go to Commission, Governor, and General Assembly.
    2. Raise the Age Report - The fact sheet will be added to Commission's website. Editorial in Sun-Times on 3/25 was supportive of Raise the Age.Discussed ways to continue educating the public and policymakers about the issue.
    3. Juvenile Sex Offender Study - Professor Weinberg is working on the report with the intention of having a draft in April. Commissioner Franco Payne will work with Jim Bray on the release plan and timeline, working back to due date for the report. Rob and Heidi will assist Jim and Commissioner Franco-Payne to ensure logistics of graphic layout and printing are considered. Commissioner Jacobs mentioned the recent national press around Patti Wetterling. Wetterling is the mother of an abducted 12 year old boy in 1989, who was never found. She is an advocate for rehabilitation of sex offenders and not punishment and incarceration.
    4. Juvenile Reentry Improvement Study - Stephanie Kollmann reported that a meeting with DJJ has been scheduled for April. Commissioner Franco-Payne may reconvene the parole ideas group following the meeting with DJJ. Rob and Stephanie will work with Commissioner Weiner on a data request to update information contained in original report. They may also include some requests relating to aftercare.
    5. Community Briefings: No update.
  5. Youth Engagement - Rob reported on success of last youth meeting and preparation for their presentation at the CJJ conference next month in Washington, D.C.
  6. DJJ Vocational Education - Commissioner Franco-Payne continues to take a lead to help DJJ develop vocational training options. Lt. Governor Sheila Simon is interested in developing post-secondary education. Metropolis is working with Cook County Forest Preserve to possibly develop an environmental corps for Reentry youth.
  7. DMC Assessment:
    1. Communications and Release
      Karima Douglas will be presenting a strategic plan to the DMC Committee.Once the Committee has worked on this, it will be brought back to Communications.
  8. Juvenile Bills and Legislation 
    Commissioner Franco-Payne requested this topic be removed from the Communications Committee. Heidi will remain on legislative issues, with help from Rob and Jeff.

    The group discussed a proposed statement on gun and community violence. Edits were suggested. Heidi will make edits and circulate.
