New Provider Orientation Exemption Requirements

Attendance at an orientation session is required before certain prospective providers can request a CILA licensure and/or Developmental Training certification application packet from the Department of Human Services' Bureau of Accreditation, Licensure and Certification (BALC).

Exemption Requirements

BALC accepts application packets for provider licensure and certification from the following entities for whom attendance at an orientation session is not required:

  • CILA: current certified providers of Developmental Training (DT) services that achieved Level III status or above during their last full survey by the BALC.
  • Developmental Training:  current licensed providers of CILA services that achieved Level III status or above during their last full survey by the BALC.
  • CILA and/or certification as a Developmental Training provider:  current providers of Intermediate Care Facilities for the Developmentally Disabled (ICFDD) services currently licensed and certified in the State of Illinois.
  • Developmental Training provider, Special Recreation Associations within the State of Illinois which are funded as described in the Illinois Park District Code, Illinois Municipal Code or Chicago Park District Code.

If you, as a prospective provider, do not meet one or more of the criteria in the four preceding "bullet points" and you did not attend a previous orientation, your documented attendance at a future orientation is required BEFORE an application packet can be requested from BALC.
