Policy
Parents and all members of the planning committee must be involved in developing every annual delegate budget, which must then approved by vote of the Policy Committee, IDHS, and the Policy Council. Once this budget is approved and incorporated into the federal funding application, changes to it cannot be made without the approval of all the parties involved.
Procedures
Use a line-item transfer form for prior approval of changes of more than $2,500 or 10% of the donating line. (This is per transfer or cumulative total from a donating line per year). The policy committee, by vote, must approve and sign the request before it is submitted to the grantee office; approval on any level is not assured.
Procedures are not modified in June or any other period of the fiscal year.
