WAG 27-74-00 Item 74, Cit/Per Allow (Citizenship)

Item 74 Citizenship is used to identify the citizenship/immigration status of persons receiving cash, medical or SNAP.

The following chart provides the category number(s) that corresponds to the description used in the PROGRAM(S) column of the Item 74 Charts. When the entry is "All Programs," it means all of the programs listed below.

Enter one of the following codes for each person in the case.

  • Trafficking victim; or the minor child, spouse, parent, or sibling of the trafficking victim

32 All programs
  • Noncitizen who is a U.S. Veteran; or
  • Noncitizen on active duty with U.S. Armed Forces; or
  • Noncitizen spouse or unmarried dependent of Veteran or person on active duty.
For SNAP, use code 32 only if person also has qualifying INS status. See PM 03-01-03-f.
33 All programs
  • Person paroled for at least one year under Section 212(d)(5), or
  • Person granted conditional entry before 04/01/80 under Section 203(a)(7).
For SNAP, use code 33 only if the person has lived in the U.S. for at least 5 years.
34 SNAP Only, and SNAP with Medical if under age 19 Person lawfully admitted for permanent residence, credited with 40 qualifying quarters.
35 All programs Person in U.S. for at least 5 years and is currently lawfully admitted for permanent residence.
36 All Medical Programs Noncitizen Eligible for Emergency Medical or Prenatal through Postpartum Only.
37 All programs Code is used internally in AIS to indicate a person who is an ineligible noncitizen.

42 FS Only, Cash/SNAP, or Medical/SNAP Noncitizen who meets the immigration status of code 33 or code 44 or is a lawful permanent resident in the U.S. less than 5 years and is under 18 or is disabled or blind (meets the definition of a qualifying member not due to age) or was legally in the U.S. on 08/22/96 (born on or before 08/22/31). For cash or medical without SNAP, use code 33 or 35. Use code 38 for LPR for children under 19 on All Kids.
43 AABD(A) (Category 01 or 91) Noncitizen, age 65 or older, who legally resided in the U.S. on 08/22/96, and who is ineligible for SSI due to a finding of "not disabled."
44 All Programs

Abused noncitizen and their children or parents.

For SNAP, must have lived in the U.S. for at least 5 years in this status. For cash, use if they would not otherwise meet the immigration requirement for cash, or they would have sponsor liability.

47 All programs except RRA, CGA (adults), SNAP only U.S. Citizen: Unable to document citizenship and identity for a child, or for an adult who lives in a CILA, SLF, or LTC facility.
51 All programs except RRA, CGA (adults), SNAP only U.S. Citizen: Citizenship and identity established as a Deemed Newborn; primary-level. Code can be entered centrally or manually.
55 All Kids Assist, Moms & Babies, All Kids Share, All Kids Premium Levels 1 - 8, All Kids Rebate Noncitizen child under age 19 who does not have immigration documents.
60 All programs except RRA, CGA (adults), SNAP only Declared U.S. citizen: neither citizenship nor identity established.
