  • an Intentional Program Violation (IPV); or
  • a sanction due to an SNAP work provision; or
  • who is not an ineligible fleeing felon or probation/parole violator; or 
  • an ineligible student of higher education.

50 Person born outside U.S.

A person born in U.S. includes:

  •  all 50 states;
  •  Washington, D.C.;
  •  Puerto Rico;
  •  U.S. Virgin Islands;
  •  Guam;
  •  American Samoa; and
  •  the Trust Territory of the Pacific Islands.

A person born outside the U.S. includes a naturalized citizen or child(ren) born in a foreign country to parents who are U.S. citizens.

Enter a code in the first position of the 2-digit field that identifies whether or not the person was born in the U.S.

Ineligible Student of Higher Education (Category 90, 94, or 96)

Enter a code in the first position of the 2-digit field that identifies whether or not the person who is an ineligible student of higher education was born in the U.S.

5 Person born outside U.S.

Enter a code in the 2nd position of the 2-digit field that identifies a person who does not qualify for SNAP because they are an ineligible student of higher education (see PM 03-04-03).

Do not include a person with code 06 or code 56 in the number of people eligible for SNAP in Item 23.

Do not enter code 06 or code 56 for a Category 08 SNAP unit member or a component unit member on a cash or medical assistance case.
