When the client failed to do something that they cannot do during the meeting, the worker and client attempt to agree on an action which the client can perform, to show compliance with requirements. The client and worker then sign a written agreement stating what the client must do and the date by which it must be done. Contact DCSE when necessary.
If a reconciliation agreement is needed and the client does not sign it, impose a sanction.
If the client signs and then fulfills the agreement, do not impose a sanction.
If the client signs and fails without a valid reason to fulfill the agreement, impose a sanction.
The reason for the sanction is the original failure to comply. Failure of the client to appear for the scheduled reconciliation meeting is not a reason for sanction.
