  • new manual textThe Office of Workforce Development or the SNAP E&T Provider issues supportive service payments. The FCRC issues supportive services when it cannot be issued by the servicing SNAP E&T Provider.
  • A customer is eligible to receive supportive service payments to enable them to take part in the SNAP E&T Program. Payments can be issued prior to performing the activity component. The SNAP case must be active for the effective month of the payment. These payments are exempt when determining SNAP eligibility and benefit amount.
  • Participant costs should be reasonable and necessary to engage in a SNAP E&T component. A cost is reasonable if, in its nature and amount, it does not exceed that which a prudent person would pay under the circumstances prevailing at the time the decision was made to incur this cost. Necessary costs are incurred to carry out essential functions, cannot be avoided without adversely affecting participant outcomes and do not duplicate existing efforts.
