For a cash client living in Illinois who received benefits from both DHS and another state, the benefits from the other state are not an overpayment for DHS. The overpayment is in the other state where the client does not live. For SNAP benefits, there would be an overpayment due to the unreported cash benefits from the other state.

For a client living in another state who received benefits from Illinois, report the benefits from Illinois as an overpayment.
