  1. Welcome and Roll Call (Approx. 1:00PM)
    1. Chair Hamilton welcomes the Council. Chair Hamilton asks Secretary Dulce Quintero for welcoming remarks. Chair Hamilton completes roll call - 10 members needed for quorum. Members in attendance:

    1. Presentation provided by HFS Deputy Administrator of the State-Based Marketplace, Stephani Becker.
  4. Presentation and Discussion on SNAP ABAWD Work Requirements (Approx. 1:30PM)
    1. Presentation provided by DHS Division of Family & Community Services, Associate Director, Office of Policy and Program Integrity, Jill Outland.
      1. Mary Camper: Should we tell customers to have supporting documentation ready to prove an exemption from work requirements?
        1. No, just direct them to fill out the exemption request - additional documentation will only be requested as needed
  5. Approval of Meeting Minutes: August 26, 2025 (Approx. 2:00PM)
    1. Chair Hamilton asks for a motion to approve the meeting minutes. Niya Kelly motions; Mary Camper seconds.
  6. Committee Updates (Approx. 2:05PM)
    1. Committee Chairs report out updates from quarterly meetings.
      1. Health and Wellness Committee Co-Chairs: Dan Lustig & Ireta Gasner
        1. Meeting in September included an update on IDPH's Birth Equity Blueprint which aims to supplement birth equity legislative and funding wins by identifying longer term goals needed to achieve birth equity.
      2. Outreach, Engagement, Equity, & Policy Committee Chair: Niya Kelly
        1. September meeting focused on a presentation from DHS' Office of New Americans on supportive services & resources for immigrant populations.
      3. Response, Recovery, & Innovation Committee Co-Chairs: Mary Camper & Jodi Martin
        1. September's meeting focused on discussing the committee's questionnaire initiative; we will plan to have one more quarterly meeting on this topic to finalize and hope to bring an update back to this full group soon.
  7. New Items from Council Members (Approx. 2:15PM)
    1. Vice Chair Hampton asks the Council for any new business or recommendations for upcoming agenda topics.
      1. Dulce Ortiz (Mano a Mano) - ICE kidnappings of heads of household is causing significant challenges for families including financial crises - group should think through what our organizations can do to support.
