  1. Welcome and Roll Call (Approx. 1:00PM)
    1. Chair Hamilton welcomes the Council. Vice Chair Hampton completes roll call - 10 members needed for quorum. Members in attendance are below - quorum was established.

  2. Public Participation (Approx. 1:10PM)
    1. Chair Hamilton asks for any public participation. No public participation.
  3. Approval of Meeting Minutes: May 27, 2025 (Approx. 1:12PM)
    1. Chair Hamilton asks for a motion to approve the meeting minutes. Motion by Dr. Mary Camper; second by Dr. Dan Lustig.
  4. Discussion on H.R. 1 Impacts on SNAP & Medicaid (Approx. 1:15PM)
    1. Chair Hamilton facilitates a Q&A session between Council members and DHS / HFS representatives.
      1. Chair Hamilton: Who can apply for the Rural Transformation funds?
        1. HFS will apply for the Rural Transformation grant dollars, with support from the Governor's Office. HFS is also conducting listening sessions to establish community / partner-informed decisions on the best use for that funding.
      2. Ireta Gasner: How is "rural" being defined for the Rural Transformation funds?
        1. There is no guidance on this from the federal government as of yet.
      3. Ireta Gasner: For families with mixed status individuals, if the children are citizens, do they remain eligible for SNAP?
        1. Yes, any citizens in the household would remain eligible for SNAP. The household's SNAP allotment would be based on the number of household members that are eligible.
      4. Chair Hamilton: How can partners help to mitigate the harm this legislation will do?
        1. Partners can share HFS & DHS customer factsheets and additional resources provided by agencies to support customers. One such resource is the SNAP Federal Impact Center webpage.
  5. Committee Updates (Approx. 2:15PM)
    1. Committee Chairs report out updates from quarterly meetings.
      1. Health and Wellness Committee Co-Chairs: Dan Lustig & Ireta Gasner
        1. Meeting in June included an update on the DHS Division of Behavioral Health & Recovery and a readout on the FY26 DHS budget. The Division of Behavioral Health & Recovery officially launched on July 1 and will have ongoing opportunities for stakeholder engagement, with the SSAC being among the forums used to do this engagement.
      2. Outreach, Engagement, Equity, & Policy Committee Chair: Niya Kelly
        1. July meeting focused on a presentation from DHS on SNAP federal policy changes (similar to the information shared in the recorded briefing) and allowed members opportunities to ask questions.
      3. Response, Recovery, & Innovation Committee Co-Chairs: Mary Camper & Jodi Martin
        1. Working to reschedule meeting and will focus on discussing the committee's questionnaire initiative.
  6. New Items from Council Members (Approx. 2:30PM)
    1. Vice Chair Hampton asks the Council for any new business or recommendations for upcoming agenda topics. Some recommended topics included:
      1. Impact of OBBBA legislation on community-based organizations
      2. State Based Marketplace
      3. Immigrant supports
