Purpose
The Division of Developmental Disabilities (DDD) is pleased to announce the reactivation of the CILA Estimated Rate Calculator for Community Integrated Living Arrangements (CILA) Program (Program 60D) 24 Hour CILA settings. Specifically, we wish to draw your attention to the availability of a CILA Estimated Rate Calculator now available on the Department of Human Services / Division of Developmental Disabilities' (DHS/DDD) web site. This Information Bulletin (IB) Replaces DD.13.025.
CILA Estimated Rate Calculator
Now available on the DHS/DDD's web site is the return of the CILA Estimated Rate Calculator. This new calculator will calculate an ESTIMATED basic CILA rate for 24 Hour type of CILA funded through Program Code 60D. The calculator will allow the user to print the estimate in a PDF format. The calculator will only produce basic CILA Rate components from the users specified input values. To prevent user error many of the input values are selected by the user from choice lists. The calculator will not include any additional services or supports which may or may not be approved when a CILA Funding Request is submitted to the DHS/DDD. The calculator will include the funding for Base Nursing. However, it will not include any calculation for Medication Administration or Nursing Treatment hours, which may be included when an individual is approved for CILA services.
This calculator is intended solely for informational purposes and provides a preliminary, non-binding estimate of basic CILA funding under Program Code 60D. It does not include all potential funding components and shall not be construed as a guarantee, promise, or determination of actual funding or approval by the Illinois Department of Human Services or the State of Illinois. The State of Illinois, DHS, DDD, and their agents assume no liability for any decisions made or actions taken in reliance upon the information generated by this tool.
This estimated rate is not an official rate and is not a commitment to fund anyone. Estimated rates generated by the CILA Estimated Rate Calculator reflect the current wages and rates in effect as specified on the estimate. The calculator has also been updated to reflect all the CILA methodological changes implemented from the Guidehouse (GH) Rate Study including, but not limited to: Regional Adjuster for services in the Chicago Metro Area, Health Care Level (HCL) Factor, All nursing paid at the RN Wage Rate, GH 5 Hour Staffing Methodology (5 hour deduction for CDS/SEP participation), the Temporary Staffing Adjustor, Program Support Factor, Occupancy Factor, and change in Administration from a fixed amount to a percentage of the individual's CILA funding. The CILA Estimated Rate Calculator also reflects the methodology changes which eliminated the disincentives for 24-Hour Shift Staff homes with site capacities between one and four implemented in SFY 2013.
The CILA Estimated Rate Calculator only estimates 24 Hour CILA rates and does NOT in any way commit the DHS/DDD to funding any individual or funding any individual based on the estimated factors as entered on the CILA Estimated Rate Calculator. CILA funding for any individual requires written approval by the DHS/DDD prior to receiving any CILA services. Nor does the CILA Estimated Rate Calculator guarantee any level of funding for any individual if they are approved for DHS/DDD CILA services. Rate changes for any individual who is currently funded in CILA services by the DHS/DDD also requires prior approval by the DHS/DDD before any rate determining factors will change an individual's funding.
Questions Regarding Changing A CILA Site's Working Capacity
Providers may use the CILA Estimated Rate Calculator to estimate the revenue impact should they want to possibly downsize or otherwise change a CILA working capacity from the CILA site's current working capacity and be able to estimate or compare CILA rates based on a variety of input factors. Providers are reminded the Working Capacity specified by the CILA provider and not the Licensed Capacity (determined by BALC and Rule 115) is used to calculate the individual's CILA Rate.
