WAG 19-03-03: SNAP REDE Process

PM 19-03-03

revised manual textSNAP REDE Process

  • The SNAP and Cash Redetermination Application and Medical Renewal (IL444-1893) is used to renew SNAP benefits for both Change Reporting households and Mid-Point Reporting households.
  • IES systematically generates the IL444-1893 as the notice of expiration of benefits for SNAP 60 days prior to the end of the certification period.
    • If medical benefits are received on the case, IES determines if there is documentation from electronic sources to complete an automatic medical redetermination (see PM 19-02-04-c). Do not use the Auto REDE Process (A) for SNAP.
    • Only questions pertaining to the benefit program requiring a redetermination will appear on the IL444-1893 for the customer to complete.
  • The customer's IL444-1893 is due to the FCRC by the 1st day of the last month in the certification period if:
  • completed in Manage My Case (MMC); or
  • submitted to the Central Scan Unit (CSU); or
  • mailed through the U.S. postal service.
  • A SNAP customer applying in-person must file an application by the 15th day in the last month of the certification period for a timely application.

Note: If the customer misplaces the IL444-1893 that was mailed to them, reprint the IL444-1893 in IES Correspondence - View History which contains the case information and barcoding. A blank paper version is also available in the OneNet Forms Library. A SNAP and TANF Mid-Point Report (IL444-2890) cannot be used as a REDE application.

revised manual textREDE Application Submitted in Manage My Case (MMC)

  • When a customer completes a REDE in Management My Case (MMC) before the certification period ends, IES creates a REDE task and routes to the appropriate redetermination queue:
    • Interview Required - Initiate REDE. Except for a SNAP household eligible to be in EDSRP, all other SNAP REDEs require an interview (see PM 02-06-01); or
    • No Interview - Initiate REDE.
  • The FCRC reviews the IL444-1893 when it is returned to see if the customer is requesting a phone interview or an office interview. If the customer requests a phone interview, schedule a phone interview, not an office interview.
    • Appointment Notice (IL444-0267T) is sent by the Family Community Resource Center (FCRC) to the SNAP household with the scheduled date and time of the interview. For phone interviews, also include a contact name and telephone number to call; or
    • IES systematically generates IL444-0267T when an appointment is scheduled for an applicant or recipient in IES.
  • The IL444-0267T gives the customer the option to come into the office or call the office prior to the scheduled appointment time or be interviewed on a walk-in basis.
  • Request verifications at the interview when it has been determined what needs to be provided by the SNAP household.

revised manual textPaper REDE Application (IL444-1893) Returned - DataCap Scanned Documents

  • When a customer completes a paper version of IL444-1893 and submits it either to the office or the Central Scan Unit (CSU):
    • The FCRC scans the IL444-1893 into IES using Data Cap or
    • IES creates a task in the appropriate Redetermination queue:
      • Interview Required - Initiate REDE. Except for a SNAP household eligible to be in EDSRP, all other SNAP REDEs require an interview (see PM 02-06-01-b); or
      • No Interview - Initiate REDE.

revised manual textREDE Form Not Returned or Returned Late

  • IES allows the certification period to close for SNAP at schedule cut-off if the IL444-1893 is not returned or processed before the certification period ends.
  • Receipt of the IL444-1893 will not stop IES from closing SNAP if the form has been received in the office but not processed by schedule cut-off. If the customer completes the REDE after the case is closed:
  • IES creates the task title Potential Reinstatement.
    • The FCRC processes an IL444-1893 if it is returned during the calendar month after the certification period. Benefits are prorated from the date the IL444-1893 is received. An interview is required.
    • If the IL444-1893 is received later than the calendar month after the end of the current certification period, process as an initial application. The SNAP household must have an interview. For late TANF REDE cases see PM 19-04-02-b, WAG 19-04-02-b.
