Q1: How does the Program 832 Not Guilty by Reason of Insanity (NGRI) Community Reintegration grant differ from Program 840 Reintegration Residential?
A1: Both 840 & 832 are similar programs, but they were developed many years apart. Program 840 was designed with more specific criteria involved for program services and under the name Community Conditional Release. Program 832 was a contract later developed for the same population but the structure of program services was less rigid.
Q2: Is this funding open to existing 830 Supervised Residential providers who can utilize their open beds under that program to provide the housing requirement for the NGRI population as long as there is no overlap in what is allocated to each respective budget?
A2: Current 830 Supervised Residential providers are eligible to submit an application in response to this Notice of Funding Opportunity (NOFO). In considering your agency's capacity to meet the deliverables of both programs, it should be noted that agreed upon performance requirements for each program must be able to be maintained and not diminished as a result of servicing both awards. With regard to budgeting, programmatic expenses for this program should be separate and distinct as they relate to the performance requirements of this program. The Grantee must exhaust all other resources, including but not limited to Medicaid, Medicare or other insurance, to assure DHS/DBHR is the funder of last resort for this level of care. This requirement is similar to that stated in the posting for the 830 Supervised Residential program performance requirements.
