New SNAP Maximum Gross Income Reporting Standard - 130% FPL

Policy Memo

Summary:

  • This Policy Memo introduces a new Maximum Gross Income Reporting Standard for SNAP households in Mid-Point Reporting (MPR) status without a Qualifying Member(s) (QM), who are approved at initial application or redetermination with income at or below 130% of the Federal Poverty Level (FPL). SNAP households without a QM who have transitioned into MPR status during the certification period with income at or below 130% of the FPL will also be subject to the new reporting standard. 
  • Effective 07/23/2025, SNAP households approved at initial application or redetermination and SNAP households who have transitioned into MPR status during the certification period meeting the criteria, must report when their total gross monthly household income exceeds 130% of the FPL, see the 130% FPL Reporting Standard section below for the dollar amounts.
  • Households must be advised of their reporting standard in writing at initial application approval, redetermination approval, and during the certification period if a change has caused the household to enter into MPR status.
  • The new reporting standard of 130% FPL is in addition to the other MPR reporting requirements. All MPR SNAP households must also continue to report when their gross monthly income exceeds the Gross Monthly Income Standard for the household size.
  • The Integrated Eligibility System (IES) versions of the Notice of Decision (IL444-360C) and Redetermination Fact Sheet (IL444-4769) have been updated to display the 130% FPL reporting standard for households meeting the criteria.
  • Income changes over 130% FPL by households meeting the criteria must be verified. FCRC's are instructed to request verification if the income cannot be verified by electronic clearances.

This Policy Memo introduces a new Maximum Gross Income Reporting Standard for SNAP households in Mid-Point Reporting (MPR) status without a Qualifying Member(s) (QM), who are approved at initial application or redetermination or who have transitioned into MPR status during the certification period, with income at or below 130% of the Federal Poverty Level (FPL).

  • SNAP households meeting the criteria who are approved at initial application or redetermination effective 07/23/2025 and after, will receive notice of the 130% reporting standard on their Notice of Decision (IL444-360C) and Redetermination Fact Sheet (IL444-4769).
  • SNAP households meeting the criteria who transition into MPR status during their certification period effective 07/23/25 and after, will receive notice of the 130% reporting standard on their Redetermination Fact Sheet (IL444-4769).

SNAP households meeting the criteria who have been notified of the new reporting standard must report when their total gross monthly household income exceeds 130% of the FPL.

The new reporting standard is being implemented as a result of a Food and Nutrition Service (FNS) review. FNS has also advised that households must be provided adequate notice of what their reporting standards are. Households must be notified in writing by Illinois Department of Human Services (IDHS) of what their reporting standards are at initial application approval, redetermination approval, and during the certification period if a change has caused the household to enter into Mid-Point Reporting status.

130% FPL Reporting Standard

MPR SNAP Households without a QM who are approved at initial application or redetermination or who have transitioned into MPR status during the certification period, with income at or below 130% of the FPL must now report:

  • When their total gross monthly household income exceeds 130% of the FPL for their household size during their certification period.

All MPR SNAP households must also continue to report:

  • When total gross household income exceeds their Gross Monthly Income Standard for their household size, see WAG 13-01-01-a for SNAP monthly income standards.

Note: The 130% FPL Reporting Standard is not retroactive. Only SNAP households meeting the criteria who have been notified in writing will be subject to the reporting standard.

Example: Jane is approved for SNAP on 07/23/2025 and fits the 130% FPL reporting criteria. During the certification period her total gross monthly household income exceeds 130% of the FPL. She reports this and provides verification to the FCRC. A month after she reports that her income exceeded 130% FPL, her total gross monthly household income goes up again, but this time it exceeds her Gross Monthly Income Standard of 165% FPL. She is still required to report and verify this change as well.

Note: The new 130% Maximum Gross Income Reporting Standard is not the same as and does not affect the SNAP Maximum Gross Income Standards or the SNAP Maximum Net Income Standard.

IES Forms Updates

Effective 07/23/2025, the Integrated Eligibility System (IES) versions of the Notice of Decision (IL444-360C) and Redetermination Fact Sheet (IL444-4769) have been updated to display the 130% FPL reporting standard. The Notice of Decision and Redetermination Fact Sheet will only display the 130% FPL reporting standard if the household meets the criteria.

Households who meet the criteria must be notified by IDHS of their reporting status and requirements at initial application approval, redetermination approval, and during the certification period if a change has caused the household to enter into Mid-Point Reporting status.

Note: These notices will be generated centrally by IES but must be reviewed by staff for accuracy prior to providing them to the customer. FCRC staff can refer to the View Pending Correspondence IES Wizard for details on reviewing IES generated correspondence. If not accurate, a manual notice must be completed, uploaded to the Electronic Case Record (ECR), and provided to the customer.

FCRC Action:

  • Advise households in writing, and verbally whenever possible, what reporting status they are in and what is required to be reported in that status.
  • Issue the household a Verification Checklist (IL444-0267) for verification of income if not available in electronic clearances and not provided by the customer. Allow ten (10) calendar days for the verifications to be returned.
  • Update the case with the new income or cancel the case for failure to reply if verifications are not provided.
