  1. Welcome and Roll Call (Approx. 1:00PM)
    1. Chair Hamilton welcomes the Council. Vice Chair Hampton completes roll call - 10 members needed for quorum. Members in attendance are below - quorum was established.

    1. Chair Hamilton asks for any public participation. No public participation.
  3. Approval of Meeting Minutes: March 18, 2025 (Approx. 1:12PM)
    1. Chair Hamilton asks for a motion to approve the meeting minutes. Motion by Mary Camper; seconded by Ireta Gasner.
  4. IDHS Secretary Q&A Session (Approx. 1:15PM)
    1. Chair Hamilton facilitated a brief question and answer session with Secretary Quintero. Secretary Quintero highlighted the importance of putting people first and supporting vulnerable populations.
  5. Presentation and Discussion on Liability Insurance Coverage (Approx. 1:40PM)
    1. Presentation by DCFS General Counsel, Brian Dougherty. SSAC members directed to email grace.ellenberg@illinois.gov with any additional follow-ups.
  6. Presentation and Discussion on Current Legislative Initiatives (Approx. 2:00PM)
    1. Presentation by DHS Legislative Team (Andre Jordan & Taneka Jennings).
  7. Presentation and Discussion on Federal Landscape (Approx. 2:20PM)
    1. Presentation by Adam Morrow, IDHS Budget Director.
  8. Committee Updates (Approx. 2:40PM)
    1. Committee Chairs report out updates from quarterly meetings.
      1. Health and Wellness Committee Co-Chairs: Dan Lustig & Ireta Gasner
        1. Meeting in March included presentation / demo of DCFS SPIDER and discussion on Federal policies & impacts across sectors. Discussed the need for advocacy and for the group to stay in contact regularly. Ireta shared Our Care IL advocacy toolkit
      2. Outreach, Engagement, Equity, & Policy Committee Chair: Niya Kelly
        1. Meeting focused on a presentation from IDHS' communications team including use of new tools (e.g., Prezly) and communications channels (e.g., stakeholder newsletter). Also discussed potential agenda items for Q2 meeting.
      3. Response, Recovery, & Innovation Committee Co-Chairs: Mary Camper & Jodi Martin
        1. Meeting focused on licenses / certifications for community-based organizations & any implications of federal policies & funding. Included representatives from Division of Mental Health and Office of Medicaid Innovation. Also discussed a potential questionnaire to be implemented by the Committee - more to come!
  9. New Items from Council Members (Approx. 2:50PM)
    1. Vice Chair Hampton asks the Council for any new business or recommendations for upcoming agenda topics.
      1. Council members Dulce Ortiz and Andrea Hall noted appreciation for the Secretary's Q&A session and asked that questions be sourced from / shared with all council members moving forward.
