If the FCRC finds out that the SNAP unit failed to report one of the changes they are required to report (see PM 18-04-00), and received more benefits than they were entitled to, establish an overpayment claim against the unit (see PM 23-04-02). a SNAP unit is not held liable for claims because of changes that were not required to be reported, and a claim should not be established.
Failure to report a change is not a reason to discontinue SNAP benefits. See PM 23-06-00 for disqualification for intentional program violation. Send the SNAP unit a notice of adverse action if, within the approval period, a change is found that reduces or cancels the unit's benefits.
