WAG 18-03-11-c: Child Reaches Age 19 - No Other Child (TANF, Assist)

No one in the case is pregnant, disabled, or aged (i.e., no EDD in Item 60, no disability income in Item 90, and not age 65 or older):

  1. (System) Mails Form 3766A to the family the month before a child reaches their 19th birthday.
  2. (System) Case appears on PAL as code A, Nineteen Year Old, the month the child reaches age 19, with the message 19 Year Old Aging Out - Form 3766A Sent.
  3. (FCRC) If Form 3766A is returned by the date requested on the form, must review eligibility for all members of the family under all medical programs and take action before the central cancellation takes place at schedule cut-off for the month after the child reaches age 19.
  4. (FCRC) Use TA 22/TAR 76 to cancel the case effective for the month after the child reaches age 19, if Form 3766A is returned and no one is eligible under any medical program.
  5. (FCRC) If a person remains eligible for medical benefits under any other program, cancel the case using TA 22/TAR 49. If they remain eligible under the same program, change coding and/or do a change of payee.
    1. Set up a new case for each eligible person. Copy the original application from the existing case and put it in each newly opened case record.
    2. If a person is not eligible, send locally generated Form 157 as notification. If the family is receiving TANF, send a locally generated Form 157 as notification of the termination of cash benefits.
  6. (System) Unless suppressed by the worker, generates Form 157C.
  7. (System) Cancels the case (TA 28/TAR 76) if the worker does not take action to cancel the case by schedule cut-off for the month after the child reaches age 19. If food stamps are on the case, the following batch exception message "Review Food Stamp Eligibility. Open Category 8 case if eligible." alerts the worker to determine continued eligibility for food stamps and set up a category 08 case if eligible.

Example 1: Ms. M receives TANF and FS for herself and her child. Her child turns 19 on 12/03/04. Form 3766A is mailed to Ms. M in 11/04 and her case appears on the PAL for 11/04. The family does not return Form 3766A. Use TA 22/TAR 76 to cancel the case effective 01/05. Set up a Category 08 case for the remainder of the FS approval period.

Example 2: Ms. N receives Assist for herself and her child, Nadine. Nadine turns 19 on 09/05/02. Form 3766A is mailed to Ms. N in 08/02 and her case appears on the PAL for 09/02. The family returns Form 3766A with proof that Nadine is pregnant. Ms. N is not pregnant, disabled, or aged. Use TA 22/TAR 49 to cancel the case effective 10/02. Suppress the central Form 157C. Send Form 157 to notify Ms. N that she is no longer eligible for Assist. Set up a case for Nadine in her own name with a new basic number and send her Form 2434F.

A person is pregnant, disabled, aged, or a minor parent (i.e., an EDD in Item 60, disability income in Item 90, age 65 or older, or code 6 in Item 69):

NOTE: A central REDE form is not issued and the case is not centrally canceled.

  1. (System) Case appears on the PAL as code A, Nineteen Year Old, the month of the child reaches age 19 with the message 19 Year Old Aging Out Has EDD or Disability Income or is a Minor Parent - Review Eligibility.
  2. (FCRC) Before contacting the family, review the case record to determine if ongoing eligibility can be determined from the case record without contacting them.
  3. (FCRC) If ongoing eligibility can be determined from the case record, cancel the case using TA 22/TAR 49 or delete ineligible person(s) and do a change of payee.
    1. Set up a new case for each eligible person. Copy the original application from the previous case and put it in the newly opened case record.
    2. If a person is not eligible, send locally generated Form 157 to notify them. If the family is receiving TANF Cash, send a locally generated Form 157 to notify them of the termination of cash benefits.
  4. (FCRC) If ongoing eligibility cannot be determined without contacting the family, send Form 3766A.
    1. If Form 3766A is returned by the date requested on the form, must review eligibility for all members of the family under all medical programs and take action.
    2. Use TA 22/TAR 49 to cancel the existing case, if a person remains eligible for medical benefits under any other medical program.
    3. Set up a new case for each eligible person. Copy the original application from the previous case and put it in the newly opened case record.
    4. If a person is not eligible, send locally generated Form 157 to notify them. If the family is receiving TANF, send a locally generated Form 157 to notify them of the termination of cash benefits.
    5. Use TA 22/TAR 76 to cancel the case if Form 3766A is returned and no one is eligible under any medical program. Take action for the month after the child reach age 19.
  5. (System) If the case is TANF and is still active at schedule cut-off for the month after the child's 19th birthday, posts TA 31/TAR 75 and zero grant reason D. The case remains active for medical benefits until action is taken by the Family Community Resource Center.
    1. (FCRC) Take action as described above.
