Director Laura Garcia is pleased to announce that the revision to Illinois Administrative Code, Title 77: Public Health Chapter: Department of Human Services, Subchapter d: Licensure Part 2060, Alcoholism and Substance Abuse Treatment and Intervention Licenses (commonly referred to as Administrative Rule, Part 2060) has been filed for Second Notice with the Joint Committee for Administrative Rules (JCAR).
This proposed new rule will replace the current Part 2060 which establishes minimum requirements for substance use disorder intervention and treatment licenses and standards for clinical care. The primary purpose for this revision is to update outdated and stigmatizing language, incorporate current practice, address workplace shortages, and reduce administrative burden.
The Joint Committee for Administrative Rules of the Illinois General Assembly will consider the proposed rule on February 4, 2025, and the Second Notice period is open from January 9, 2025, until February 22, 2025, unless extended. If JCAR finds no objection with the proposed rule, the revised rule will be adopted before April 11, 2025.
IDHS/SUPR will continue providing support and training to licensed organizations in the implementation of the revised rule. Responses to public comments received during the First Notice period have been provided to commenters. Please note that SUPR staff are not permitted to address further questions related to the proposed rule during the ongoing rulemaking process, and any comments regarding the proposed rule should be made to JCAR directly via letter, fax, phone, or email.
