Our Mission

The Division of Rehabilitation Services (DRS), of the Illinois Department of Human Services (DHS), is the state's primary agency providing services to people with disabilities. DRS works in partnership with people with disabilities and their families to assist them in making informed choices to achieve full community participation through employment, education, and independent living opportunities.

Goals

1. Independence

Goal: Provide services that will allow DRS clients to achieve the highest level of independence.

Key Indicators:

  • Number of people who were discharged from care centers,
  • Number of people prevented from being placed in a care facility,
  • Number of People who successfully completed their independent living training, and
  • Number of people receiving services through independent living centers.

2. Productivity

Goal: Achieve a high level of productivity by efficiently serving eligible clients, helping them achieve successful results.

Key Indicators:

  • Number of people employed in competitive jobs,
  • Number of students who obtain employment after finishing high school, and
  • A composite index that measures the productivity of Vocational Rehabilitation counselors.

3. Job Quality

Goal: Improve the quality of jobs obtained by clients of the Vocational Rehabilitation program.

Key Indicators:

  • Average wage per hour of work and the average number of hours worked per week, for clients who obtain employment through the Vocational Rehabilitation program,
  • The percentage of workers who receive health insurance from their employers.

4. Service Quality

Goal: Continuously improve the quality of services provided by the Division of Rehabilitation Services in all areas of the Division.

Key Indicators:

  • A quality assurance index,
  • Percentage of Vocational Rehabilitation (VR) cases that meet the requirements established by the Rehabilitation Services Administration, and
  • Percentage of Home Services Program cases with re-determinations reviewed in time.

5. Customer and Staff Experience

Goal: Create a work environment that results in a positive experience for clients and DRS staff.

Key Indicators:

  • Surveys that measure customer, employer, and provider satisfaction,
  • Survey reporting DRS staff morale.
