WAG 17-04-01: Denial of Application for Cash Benefits

PM 17-04-01

If the pending application included SNAP, progress the application to SNAP Only. If SNAP benefits were approved with a one or 2-month approval period, restore the SNAP application; see WAG 17-01-03-d.

AIS Denials

  1. (EW) 1. When the decision is made to deny an application, process the denial in Option 5 of (AIS) as follows:
    • Item 33 -Enter the TAR that describes the reason for the denial. See:
    • Item 39 -The system centrally generates Form 360C if Item 39 is blank or coded 00. The TAR entered in Item 33 identifies the message that prints on Form 360C. The Form 360C is dated and mailed no later than 2 workdays following the date the action is transmitted. A daily list, IM Change Notices Issued Centrally, Intake Notices Issued Centrally, is sent to the FCRC to verify the information on the denial notice.

      When the local office sends a manual notice, the TAR entered in Item 33 identifies the message to enter on the "Denied - Cash and/or Medical Assistance" section of Form 360I. Enter code 90 if the local office completes and sends the manual Form 360I for the denial. See WAG 26-02-01-a for directions on completing the Form 360 series. 

  2. (EW) If required, get supervisory approval on the eligibility summary/disposition page of Form 2378C.
  3. (System) Produces Form 552 showing the denial action.

IPACS Denials

(EW) Complete the following Items on Form 552 if an application is denied through IPACS:

  • Item 2 -Enter the 6-digit date (month, day, and year) of denial. The date of denial is the month, day, and year the application was determined ineligible.
  • Item 3 -Enter 05.
  • Items 5, and 8-10 - Complete.
  • Item 33 -Enter the TAR that describes the reason for the denial. See:
  • Item 39 -Enter the Client Notice Code that fits the case situation. If the central notice is suppressed, complete and send Form 360I (Denied Cash and/or Medical Assistance section). See WAG 26-02-01-a for directions on completing the Form 360 series.

Centrally Issued Notice

(System) Centrally issues the Notice of Decision on Application for Cash, Medical and/or SNAP (Form 360C), when an application for cash benefits is denied through AIS. (Code 00 entered in Item 39.)

When an application for AABD or TANF is made and cash benefits are denied, Form 360C:

  • identifies the person(s) denied cash benefits, and
  • gives the reason why they were found not eligible.

If an application for TANF Cash or AABD Cash is made, and all persons are ineligible for Cash benefits but are eligible for community regular Medical, Form 360C:

  • gives the reason for the denial of their Cash benefits; and
  • notifies applicant that a Medical case was approved.

Locally Issued Notice

(FCRC) Send applicant Form 360I and all other required pages and sections of the Notice of Decision on Application for Cash, Medical and/or SNAP - Local (Form 360 series), for:

  • a Cash application denied through AIS and the Form 360C is suppressed because the worker has reason to send the manual Form 360 series;
  • text deleted
  • an AABD Cash or TANF Cash application processed through AIS and ends up approved for spenddown (AIS screen requires entry of Code 80 in Item 39); and

    NOTE: Attach the Notice of Decision on Application (MANG) for a Medical Eligibility Card (Form 458SP) to the Denied Cash and/or Medical Assistance section of Form 360I.

    Form 360I advises customer of the reason for denial of the Cash application.

    Form 458SP advises customer about spenddown. 

  • a TANF Cash application approved via AIS, where one or more of the persons for whom application is made are:
    • not included in the approved TANF case; but
    • approved under another program, such as 94R.

      NOTE: Send the Form 360 series to advise applicant of: 

  • the denial reason for each benefit program the person(s) was determined not eligible (Form 360I); and
  • the approval for the 94R benefits (Form 360D and, if needed, Form 360E).
