Latino Outreach NOFO Questions and Answers
1) Q: Is this a statewide program that the entire state must be covered with the funds?
A: Yes, we would like to see statewide coverage for this program.
2) Q: Is this funding annual?
A: The award is a one-year term with 2 additional renewals totaling 3 years. The award amount is for each year.
3) Q: How many awards were awarded in the last round?
A: Two awardees for the last round of this NOFO. We are anticipating 2-5 awardees this round to ensure we're providing coverage to as much of the state as possible.
4) Q: What if the Latino population served falls outside our ISC catchment area. Can we still reach out to them as part of this project?
A: As part of application and program narrative, agencies should indicate the geographic portions of the state you can cover. They don't have to be tied specifically to any of the ISC regions.
5) Q: The grant award period is from July 1, 2025, through June 30, 2028; the NOFO says that the average award is $80,977. Is that $80,977 estimate over all three years, or for each year?
A: The estimated average award amount is an annual amount.
6) Q: In the grant NOFO, there is a link to this page: IDHS: Grant Program Narrative Template which provides a format in which to write the program narrative. However, in the NOFO, there is a different format suggested under ii. Review Criteria/ A. Review Criteria/ Program Plan/Narrative. Can you please clarify which is the correct format to follow?
A: Please follow the format provided in the NOFO. The template is a guide for what the narrative should entail, not a definitive instruction.
7) Q: Does the budget narrative need to be included in the program narrative, or just in the budget forms?
A: The budget form should be completed separate from the program narrative, as well as being entered into the CSA system. Please follow all instructions on the NOFO.
8) Q: I have a question in Section VI/ii/5/c (Budge & Cost Justification). The NOFO indicates in letter C that "Administrative costs are no more than 10% of the proposed budget." Would the Administrative Costs referred to be considered direct costs? If so, can you clarify what direct costs are being defined as an Administrative Cost/s for the purpose of this NOFO?
A: The allowable administrative cost of the award is governed by the Cost Principles in 2 CFR Part 200 Uniform Guidance. The total cost of the award is the sum of the allowable direct and allocable indirect costs, less any applicable credits. Administrative or clerical services are integral to a project or activity, and individuals involved can be specifically identified with the project or activity. The cost of such services must be explicitly included in the budget or have the prior written approval of the awarding agency, and the cost must not be recovered as indirect costs.
