    1. Welcome (Approx. 1:00PM) Chair Hamilton welcomes the Council. Chair Hamilton introduces Secretary Quintero. Secretary Quintero gives brief remarks and introduces Tiffany Blair, Chief of Staff.

    4. Vice Chair Hampton facilitates introductions (new member: Deborah Humphrey; Administrative Liaison: Mahi Mahmood; Director of External Engagement: Barbara Hobrock) and then hands off to Barbara Hobrock to support membership-related announcements.
  5. Committee Updates (Approx. 1:25PM)
    1. Outreach Equity, Engagement, and Policy - Had a great presentation from Stephanie Bess on WIC - recommend for the full Council.
    2. Response, Recovery, and Innovation - Working to reschedule meeting for next quarter due to member availability.
    3. Health and Wellness - Had presentation from Division of Mental Health on BEACON in October - recommend for the full Council.
  6. Presentation and Discussion - 1115 Waiver (Approx. 1:40PM)
    1. Presentation by Kristin Hartsaw, Special Assistant to the Director, Medical Policy for the Illinois Department of Healthcare & Family Services
      1. Section 1115a of the Social Security Act provides waiver and expenditure authority for state Medicaid programs to test or demonstrate impact of proposed innovations that would otherwise not be allowed under traditional Medicaid rules. Approved benefits / services include Health Related Social Needs (e.g., housing supports, medical respite, food/ nutrition services), re-entry demonstration initiative, violence prevention & intervention, non-medical transportation. There is also continuing authority for SUD case management, SUD treatment in IMDs, supported employment.
      2. Question from AJ French - Once this is implemented, who is eligible to apply for re-entry supportive services? Similarly, with regard to non-medical transportation, can this be extended to include a person who is released from Illinois Department of Corrections (IDOC) custody?
        1. Re-entry services are supported by IDOC, Cook County Jail, and the Illinois Department of Juvenile Justice (or contracted vendors)
        2. Case management services are to be determined, but may be provided by partners in the carceral system
        3. AJ - consider peer support for wellness-based action plan / supportive services / transportation. IDOC does also host reentry summits prior to residents' release (see shared resource: Reentry Guides - Prison Reentry and Deportation Resources)
      3. Ireta - I'm curious if you've gotten any signals from CMS that they'd want to accelerate any of the planning given the federal transition?
        1. There is a current focus on HRSN and it is possible that there may be slowdowns following federal administration change due to the need for new appointments / approvals / etc.
  7. Presentation and Discussion - New Arrivals / One System Initiative Programmatic Update (Approx. 2:10PM)
    1. Presentation by IDHS' New Arrivals Team and Office to Prevent & End Homelessness (OPEH)
      1. New Arrivals team overviewed the upcoming pivot to the One System Initiative (OSI), including shelter decompressions & consolidation, closure of the Little Village Pulaski shelter, and educational programming / communications innovation to support change management.
      2. OPEH provided an overview of OSI including funding commitments for remainder of FY25.
  8. Presentation - New Arrivals / One System Initiative Funding, ARPA Funding Winddown, and FY26 Preparation (Approx. 2:35PM)
    1. Presentation by Adam Morrow, IDHS Budget Director
      1. Adam Morrow provides an overview on ARPA and New Arrivals / OSI funding.
      2. Financial team is beginning initial discussions with GOMB for FY26 budget (planned to be introduced in February. Welcome any specific areas of concern from this group.
