Director's Message

In the last quarter, the people of Illinois came together to honor Overdose Awareness Day and Recovery Month. Recovery is a process of change through which individuals improve their health and wellness, live a self-directed life, and strive to reach their full potential (SAMHSA Definition). Recovery belongs in Illinois, and as we continue to work towards streamlining access to integrated, quality care services for substance use and gambling problems, we remain committed to promoting recovery-focused resources across the state.

SUPR Staffing Update

Barbara "Barbie" Sauer has joined SUPR as a Clinical Project Manager on the IL Prescription Monitoring Program (ILPMP) team! For the last four years, Barbie has served as the Director of Pharmacy for Lincoln Prairie, an adolescent hospital for behavioral health. Just prior to her role as director, she was contracted through ILPMP!

Nancy Bhargava has joined SUPR as a Graduate Public Service Intern (GPSI) and will focus on database operations for the ILPMP! Nancy is from India, and she started her journey to obtain her Master's in computer science last fall. She has a strong passion for database management, machine learning, and solving coding challenges!

Koushik Anumalla has joined SUPR as a GPSI and will also focus on database operations for the ILPMP! Koushik is an international student currently pursuing his Master's in computer science at the University of Illinois at Springfield. He has two years of work experience as a Systems Engineer at Tata Consultancy Services at Hyderabad, India! Koushik completed his undergraduate degree at Sreenidhi Institute of Science and Technology with a major in Information Technology!

Upcoming SUPR Virtual WRAP® Orientations

The Illinois Department of Human Services/Division of Substance Use Prevention and Recovery (IDHS/SUPR) is pleased to announce the opportunity to register for Virtual Level 1 Wellness Recovery Action Plan (WRAP®) Orientation.

Wellness Recovery Action Plan (WRAP®) is a self designed prevention and wellness tool anyone can use to get well, stay well, and make their life more the way they want it to be. While it was originally developed for individuals with mental health challenges, it is an evidence-based practice that can be used with substance use clients as well. WRAP® participants identify tools that help with everything from maintaining everyday routines to dealing with stressors, triggers, setbacks, relapses, and crises.

To qualify to use WRAP® with clients, staff must first complete a multi-week training program to become a Certified WRAP® Facilitator. Certified WRAP® Facilitators are training to facilitate WRAP® groups. Per Rule 2060.407 Group Treatment, Certified WRAP® Facilitators qualify as a "professional with credentials specific to the subject matter of the didactic group". There are several per-requisites to submit a successful application for admittance into WRAP®

Facilitator Training, one of which is attending a Level 1 WRAP® Orientation. Level 1 WRAP® Orientation is provided across the state to introduce individuals and organizations to the foundational principles of wellness, parts of a WRAP® plan, and an overview of the values and ethics of the WRAP® program. This is an ideal opportunity to learn the basic concepts of WRAP®. WRAP® Orientation is for individuals who are interested in WRAP® for their own lives or organizations that are interested in implementing WRAP® in their programs.

Important Update Regarding DUI Evaluations- Objective Test

IDHS/SUPR is sharing an important update for organizations licensed to provide DUI Evaluation services about two objective tests.

In accordance with 2060.503 f) 4) 1), organizations must administer an objective test as part of the DUI evaluation. Many organizations administer the objective test, Adult Substance Use and Driving Survey - Revised for Illinois (ASUDS-RI), and it will no longer be available effective December 31, 2024. In addition, IDHS-SUPR will no longer support the use of the objective test, Mortimer-Filkins Questionnaire, effective June 30, 2025. If you use ASUDS-RI, your organization is required to select a new objective test to start using on January 1, 2025. If you use Mortimer-Filkins Questionnaire, your organization is required to select a new objective test to start using by July 1, 2025. We are sharing this important information to ensure organizations have time to identify, select and prepare for the use of a new objective test. Prevention and Program Services Administrator Speaks at SAMHSA Center for Substance Abuse Prevention (CSAP)

In June 2024, Patrick Price, Prevention and Program Services Administrator, was invited to speak alongwith SAMHSA's Center for Substance Abuse Prevention (CSAP) on what Illinois is doing to identify and address disparities at the CADCA Mid- Year Institute in Chicago. CSAP leaders who attended appreciated Patrick's passion, ideas, and insights for advancing health equity, and CSAP's Division of Primary Prevention has now invited him to be a presenter on an October 1st virtual lunch and learn that will highlight the great work being done in the space of prevention!

Compliance Matters

Tuberculosis (TB): Important Reminders

To help ensure TB remains a priority for SUPR licensed organizations, educational and compliance related information about TB will be provided periodically.

All patients receiving services from a licensed SUPR organization are required to receive TB education, per Administrative Rule Part 2060. SUPTRS Block Grant funded organizations must report these services in DARTS. Please contact the SUPR Help Desk at DoIT.SUPRHelp@illinois.gov or fax at 217- 558-4656 if you have questions regarding DARTS reporting.

As a reminder, here is important information about TB and Interim Services (excerpt from eCFR :: 45 CFR96.121 -- Definitions.):

Interim Services or Interim Substance Abuse Services means services that are provided until an individual is admitted to a substance abuse treatment program. The purposes of the services are to reduce the adverse health effects of such abuse, promote the health of the individual, and reduce the risk of transmission of disease. At a minimum, interim services include counseling and education about tuberculosis (TB) and steps that can be taken to ensure that TB transmission does not occur, as well as referral for TB treatment services if necessary.
