WAG 17-02-01-c: Computing an Initial Prorated Entitlement (IPE) for TANF

The following examples show the steps used when computing an Initial Prorated Entitlement as a single authorization action:

Example 1: Central Prorating

(FCRC) Approves Category 04 case in Schedule 08 using TA 11.

  • The first regular roll fiscal month is August (08/16 - 09/15).
  • The application date is 06/29.
  • The case is determined eligible on 07/22. First day of cash eligibility is revised text07/29 (30 days after date of application since no exception applies). Enter 07/29 in Item 2 on Form 552.
  • Any needs items in addition to the Payment Level that apply to the regular monthly benefit are also applied to the prorate period.
  • The case has no income.
  • The medical eligibility date is 03/01 (first day of the month 3 months before the month of application).
  1. (System) Determines the number of days in the prorate period to be revised text18 days, 07/29 (Item 2 on Form 552) through 08/15 (the day before the first day of the first regular roll fiscal month).
  2. (System) Calculates the regular monthly benefit effective August to be $474 (Payment Level for 4 using the Table of Monthly Allowances, see WAG 25-03-05).
  3. (System) revised textComputes the IPE amount for 18 days using the Chart For Computing Amounts From Monthly Allowances (see WAG 25-03-06-a). $284 (18 days) equals Total IPE Amount.
  4. (System) Determines the medical eligibility dates for prorate period, 03/01 (Item 77 on Form 552) through 08/15 (the day before first day of the first regular roll fiscal month).
  5. (System) Issues IPE for revised text$284 and medical card dated 03/01 - 08/15 for prorate period. The IPE appears on Mercury payroll about 3 days after process date.
  6. (System) Issues Form 360C showing the availability date and amount of the IPE and the regular monthly benefit. The Approval TANF/Food Stamp Computation (Form 553I), and if needed, the Attachment to Worksheet for Computation of Grant/Food Stamps (Form 553GC) is sent with Form 360C for cases with income budgeted for the first regular month.
  7. (System) Places case on the regular roll for August.

(FCRC) Approves Category 04 case in Schedule 08 using TA 12.

  • The first regular roll fiscal month is August (08/16 - 09/15).
  • The application date is 07/01.
  • The case is determined eligible on 08/03. The IPE period begins on 07/31, 30 days after date of application since no exception applies. Enter 07/31 in Item 2 of Form 552.
  • The case has no income.
  • Medical eligibility is backdated to 05/01, the first day of 2nd month before the date of application.
  • Calculate the IPE amount as follows:
  • Determine the number of days in the prorate period. The first day of the prorate period is 30 days after the date of application (07/31). The last day of the prorate period is the day before the first day of the first regular roll fiscal month, 08/19. The prorate period is 16 days.
  • Calculate the regular monthly benefit effective August using the Table of Monthly Allowances (see WAG 25-03-05). The Payment Level for 4 is $474.
  • Compute the IPE for 16 days using the Chart For Computing Amounts From Monthly Allowances (see WAG 25-03-06-a).

The IPE for 16 days is $252. Enter Item 80 Code 100 IMPR with $252, Total IPE Amount.

  1. (System) Determines prorate period based on 6-digit date in Item 2.
  2. (System) Determines regular monthly benefit based on entries in Items 80 and 90 and the Payment Level.
  3. (System) Determines medical eligibility dates for prorate period to be 05/01 through 08/15 (day before the first day of the first regular roll fiscal month).
  4. (System) Authorizes IPE for $252, and issues a medical card for the prorate period 05/01 - 08/15. The IPE appears on the Mercury payroll about 3 days after the process date.
  5. (System) Issues Form 360C showing the availability date and amount of the IPE and the regular monthly benefit. Form 553I and, if needed, Form 553GC is sent with Form 360C for TANF cases that have budgetable income for the first regular roll month.
  6. (System) Places case on the regular roll for August.
