Medication Assisted Recovery Mobile Health Units (MMHU-2)

Funding is available for Medication Assisted Recovery Mobile Health Units (MMHU-2). Objectives of MMHU-2 funding are to ensure that (1) patients within the priority populations receive immediate care for acute and chronic conditions, including SUD/OUD, wherever it is sought in the service area and (2) transitions to additional recovery services are managed and supported.

This funding opportunity will prioritize services to be delivered to and within the following IDPH regions: West Chicago, Peoria, Champaign, and Metro East. Services to other regions and communities will be considered.

Subrecipients must develop and submit a fully implementable plan that details:

  •  Licensure enabling the MMHU-2 to dispense the three forms of U.S. Food and Drug Administration (FDA)-approved OUD medications (buprenorphine, naltrexone, and methadone).
  •  Acquisition/lease of the vehicle(s), such as vans or buses customized for providing services.
  •  Staff/personnel to support the MMHU-2.
  •  Services to be provided, location(s) where they are to be provided, and frequency of provision.
  •  Collaboration with oversight entities, including but not limited to DEA and SUPR.
  •  A budget for the projected medication and services not otherwise funded through health insurance, IDHS/SUPR, other government grants, or correctional institutions/jails.

A total of $8,400,000 is available to be awarded for Medication Assisted Recovery Mobile Health Units (MMHU-2) over 3 years to a minimum of four organizations. The initial award will span April 1, 2025-June 30, 2026. The application deadline is December 13, 2024, at 5:00 p.m. CST.

The Illinois Department of Human Services/ Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.

The RCCA, which is operated by Advocates for Human Potential, Inc., has posted the Notice of Funding Opportunity (NOFO) on the Illinois Opioid Settlements Initiative website or the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.

Continued funding is subject to appropriations and release of funds by the Illinois Department of Human Services. AHP is responsible for issuing and monitoring subawards. AHP must issue awards based on AHP's contracting periods with the State of Illinois. Funding periods for a notice of intent to award (NOIA) follow the State Fiscal Year (SFY). The notification date is the anticipated date that an award letter would be received by a potential subrecipient (i.e., awardee).
