Opioid Training and Technical Assistance Center (OTTAC)
Funding is available for an Opioid Training and Technical Assistance Center (OTTAC) in Illinois. This OTTAC will have two primary objectives:
- Increase access to comprehensive and culturally humble behavioral health services, particularly in communities disproportionately impacted by opioid overdoses and multigenerational harms associated with structural racism and health inequities, through provision of training and technical assistance (TTA) to individuals and organizations.
- Facilitate growth in the number of certified/licensed behavioral health professionals through administration of professional workforce development opportunities, including clinical supervision of individuals seeking licensure or certification, as well as internships, fellowships, and other paid training experiences.
A total of $12,000,000 is available to be awarded for an Opioid Training and Technical Assistance Center over 3 years to one organization. The initial award will span March 1, 2025-June 30, 2026. The deadline to apply for the grants is November 29, 2024, at 5:00 p.m. CST.
The Illinois Department of Human Services/ Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.
The RCCA, which is operated by Advocates for Human Potential, Inc., has posted the Notice of Funding Opportunity (NOFO) on the Illinois Opioid Settlements Initiative website or the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.
Continued funding is subject to appropriations and release of funds by the Illinois Department of Human Services. AHP is responsible for issuing and monitoring subawards. AHP must issue awards based on AHP's contracting periods with the State of Illinois. Funding periods for a notice of intent to award (NOIA) follow the State Fiscal Year (SFY). The notification date is the anticipated date that an award letter would be received by a potential subrecipient (i.e., awardee).
