Funding Opportunity for Warm Handoff and Recovery Support Services (WARM)
Funding is available for WARM programs. WARM funding will allow organizations to implement peer recovery support services delivered using a warm handoff model to individuals with opioid use disorder (OUD) or polysubstance use disorder who are experiencing a housing transition, including:
- Pending or recent discharge from a jail, prison, hospital, or inpatient treatment.
- Transition within the justice system (e.g., monitored community release or completing probation or parole).
- Current homelessness or transition from homelessness into a housing setting.
- Exiting a recovery residence (e.g., peer-run recovery residence or recovery home).
A total of $6,000,000 is available to be awarded for WARM programs over a period of 3 years to a minimum of seven organizations. Applicants may apply between the range of $250,000-$300,000 per period of performance if they are proposing to complete all tasks in the funding notice. Funding period 1 will span October 1, 2024-June 30, 2025, and funding period 2 will span July 1, 2025 - June 30, 2026. The deadline to apply for the grants is June 28, 2024, at 3:00 p.m. CST.
The Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.
The RCCA, which is operated by Advocates for Human Potential, Inc. (AHP), has posted the Notice of Funding Opportunity (NOFO) on theIllinois RCCA website on the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.
Continued funding is subject to appropriations and release of funds by the Illinois Department of Human Services. AHP is responsible for issuing and monitoring subawards. AHP must issue awards based on AHP's contracting periods with the State of Illinois. Funding periods for a notice of award (NOA) follow the State Fiscal Year (SFY).
