Public Awareness Campaigns on Substance Use and Supports (PACSS)

Funding is available for Public Awareness Campaigns on Substance Use and Supports (PACSS). The PACSS programs will develop and implement education campaigns that align with Public Act 101-0027 Cannabis Regulation and Tax Act requirements, paying special attention to individuals who are at highest risk of substance use and communities disproportionately impacted by the war on drugs. These education campaigns should aim to prevent or delay initial substance use, reduce, prevent, or delay the misuse of substances, minimize stigma associated with substance use disorder (SUD), treatment, and recovery, and/or reduce harms associated with substance use and misuse, including overdose.

A total of $3,000,000 per year is available to be awarded for Public Awareness Campaigns on Substance Use and Supports (PACSS) programs over a period of 3 years to a maximum of four organizations. Applicants may apply for up to $3,000,000 per period of performance if they are proposing to complete all tasks in the funding notice. The initial period will span July 1, 2024-June 30, 2025. The deadline to apply for the grants is May 20, 2024, at 3:00 p.m. CST.

The Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer grants equitably across the state's seven public health regions. The source of the funding is the 2% allocated to IDHS through Public Act 101-0027 for these types of activities.

The RCCA, which is operated by Advocates for Human Potential, Inc. (AHP), has posted the Notice of Funding Opportunity (NOFO) on the Illinois Regional Care Coordinating Agency website on the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.

Continued funding is subject to appropriations and release of funds by the Illinois Department of Human Services. AHP is responsible for issuing and monitoring sub awards. AHP must issue awards based on AHP's contracting periods with the State of Illinois. Funding periods for a notice of award (NOA) follow the State Fiscal Year (SFY). The date of the notice of award is the anticipated date that an award letter would be received by a potential subrecipient (i.e., awardee).
