WAG 14-06-05: Change in Living Arrangement

PM 14-06-05.

  1. (FCRC) When you learn that a minor grantee has changed their living arrangement, complete Minor Parent Live-At-Home Verification (Form 3604). Follow procedures in WAG 14-06-01 and WAG 14-06-02 if the client is now living with a parent, adult relative, or legal guardian, or in a maternity home or other adult-supervised arrangement, or meets one of the exceptions to the policy.
  2. (FCRC) If the minor parent was receiving TANF for the 6 month period in which they were not required to meet live-at-home policy, and is now living with a parent, adult relative, or legal guardian, or in a maternity home or other adult-supervised arrangement, or meets one of the exemptions to the policy, document in the record the number of months the client received TANF without meeting the live-at-home requirement. Obtain appropriate verifications. Revise coding in Item 20. Do not delete Item 80 code 688 MINOR.

    The minor parent is eligible to receive TANF for the remainder of the 6-month period should the minor parent move again into an arrangement that does not meet the live-at-home requirement. 

  3. (FCRC) If the live-at-home requirement is not met, the client is not exempt, and the client has not received TANF for 6 months without meeting the live-at-home requirement, enter code 26 in Item 20 and code 688 in Item 80 with the 4-digit effective month of the action under PERSONS. Refer the case to TPS.
    1. If the client has already received TANF for 6 months without meeting the live-at-home requirement, enter code 99 in Item 20 of the Form 552 and SWAP the case to Medical using TAR 18.

      (System) Sends Notice of Change (Form 157C) with the following message:

      You do not live with your parent/legal guardian and do not qualify for an exemption from this requirement. 

  4. (Client) Establishes eligibility before the date of change on the Form 157C.
    1. (FCRC) Complete new Form 3604.
    2. (FCRC) SWAP case back to cash effective the date of change.
  5. (Client)  Establishes eligibility after the date of change on the Form 157C.
    1. (Client) Completes Request for Financial Assistance (Form 2905).
    2. (FCRC) Complete new Form 3604.
    3. (FCRC) SWAP the case to cash effective the date of the Form 2905.
